An accomplished educator and steadfast advocate for social justice, Dr. Foster serves as president and chief executive officer of the Black United Fund of Oregon (BUF-OR), which aims to assist in the educational, social and economic development of underserved and culturally diverse communities. Dr. Foster presently excels as an Adjunct Professor, Department of Black Studies, School of Gender, Race & Nations at Portland State University and as the owner of Akachi Consulting Solutions, LLC. Through her consultancy, she provides diversity, equity and inclusion services, as well as individual, family and multicultural counseling. In conjunction with her aforementioned professional endeavors.
During the early stages of her career, Dr. Foster gained valuable expertise in community engagement, consulting and mental health care with the Black Educational Achievement Movement, the Multnomah County Health Department, the Cascade AIDS Project, Portland Public Schools, the Oregon Health Authority and the Youth Employment Institute. Outside of her main career path, she maintains alignment with the Pi Alpha Zeta chapter of Zeta Phi Beta Sorority, Incorporated.
Prior to embarking upon her professional journey, Dr. Foster earned a Bachelor of Science in sociology and a certificate of Black Studies in 2001, a Bachelor of Arts in Black studies in 2004 and a Master of Arts in Education with a specialization in school counseling from Portland State University in 2007. Throughout the course of her career, she also expanded upon her expertise, earning a Master of Science in nonprofit management and development from Capella University in 2011 and a Doctor of Education in educational leadership and administration through Lewis & Clark College in 2017. Along the way, Dr. Foster became a nationally certified counselor, a qualified mental health professional, and a certified community health worker, received an administrator and school counselor license through the Teacher Standards and Practices Commission.
To commemorate her accomplishments, Dr. Foster was honored with a Phenomenal Women Award through the Oregon Women's Health Network and named to Women of Influence by the Portland Business Journal. In a career filled with highlights, she is most proud of helping start the Oregon Traditional Health Worker Commission, serving as co-chair of the commission and chairing its Training Evaluation Metrics & Scoring committee which aims to create livable wage jobs for individuals who did not attend college, and the training statewide approval system for said training programs, respectively. Looking toward the future, Dr. Foster aims to continue developing BUF-OR as the oldest Black-led and serving Foundation in the state of Oregon and creating the Building United Futures Complex with BUF-OR as the primary equity partner for this community resource, asserting that "Our Presence Has Power" is more than a tagline.
