His professional experience includes complex valuation and diminution-in-value studies, involving damage issues for government agencies, major corporations, oil and utility companies, developers, and property owners. Some of these issues include environmental contamination, natural disasters, eminent domain, crime scenes, construction defects, fires, oil spills, floods, landslides, airport noise, title defect, neighborhood nuisances, view impairment, cultural resource damage, and other conditions involving a wide variety of property types. Dr. Tachovsky has researched disasters such as the Sandy Hook shooting, Hurricane Harvey, California wildfires, Uravan Colorado radioactive Superfund site, Chernobyl nuclear meltdown, the Porter Ranch gas leak, Refugio oil spill, and the Love Canal Superfund site. He has completed considerable research in the field of complex and property damage valuation, having been involved in well over $1 billion in claims over his career across the United States, Canada, Guam, and Australia. These cases often involve economic and statistical studies with the objective of assisting to provide fair and just compensation.
Dr. Tachovsky has a PhD and Master's degree from Fielding Graduate University, and a Bachelor of Science degree from the University of Oregon. Additionally, he is a licensed certified general real estate appraiser and licensed real estate broker. His dissertation was titled "Environmental Dead Zones: The Socioeconomic Impacts of Contaminated Neighborhoods." The term "dead zone" on its own is an ecological term used to describe areas of water bodies where aquatic life cannot survive because of low oxygen levels, generally caused by significant nutrient pollution. However, Dr. Tachovsky developed the term Environmental Dead Zones, which expanded on the ecological term addressing nutrient pollutants in bodies of water to toxic pollutants on land. Environmental Dead Zones are environmentally contaminated areas with pathways to human exposure and Class III land use restrictions, which are occupancy restrictions such as evacuations and exclusion zones.
