Mr. Rotenberg currently is the vice president of legal affairs at Hillel International, the largest Jewish campus organization in the world, serving more than 140,000 students each year at 850 colleges and universities. Beginning his service at Hillel in 2018, Mr. Rotenberg works with leaders of universities to help students realize their aspirations for living full, immersive Jewish lives on campus free of harassment and antisemitic discrimination.
Mr. Rotenberg' s long and successful career in law began in 1980 when he served as law clerk for Hon. Patricia M. Wald on the U.S. Court of Appeals for the DC Circuit. He then served as an attorney advisor in the Office of Legal Counsel, U.S. Department of Justice, in Washington. In 1984 he returned to his hometown of Minneapolis, MN where he became a partner at the Dorsey & Whitney law firm before being appointed general counsel at the University of Minnesota in 1992. Upon his departure in 2013, Minnesota Governor Mark Dayton issued a proclamation establishing Mark Rotenberg Day in Minnesota to honor his numerous achievements as the State's flagship university chief legal officer. Mr. Rotenberg then served as vice president and general counsel at Johns Hopkins University in Baltimore and subsequently as special counsel at the WilmerHale law firm focusing on higher education issues including free speech, campus protests and academic boycotts.
Simultaneously with his professional legal work, Mr. Rotenberg has been teaching law for more than 30 years, beginning as an adjunct professor at the University of Minnesota Law School in 1991. He also served as a visiting professor of law at The Hebrew University of Jerusalem and, since 2020, has been an adjunct professor of law at American University in Washington, D.C.
Mr. Rotenberg received his B.A. in history and politics, magna cum laude and Phi Beta Kappa, from Brandeis University, and M.A., M.Phil., and J.D. degrees from Columbia University where he was an editor of the Columbia Law Review and named a Harlan Fiske Stone Scholar in the Law School and President's Fellow in the Graduate School of Arts & Sciences.
Mr. Rotenberg has personally argued and won cases in the US Supreme Court, US Courts of Appeals, Minnesota Supreme Court, and many other judicial forums, and has authored numerous publications on legal, historical, and Jewish topics. He also has been interviewed in hundreds of broadcast and print stories and at press conferences.
Mr. Rotenberg has for years been a member of the American Law Institute and its Consultative Groups on Principles of the Law of Non-Profit Organizations, and the Project on Sexual and Gender-Based Misconduct on Campus. He has also served as Chair of the Association of American Universities (AAU) General Counsels Group, a Founding Board Member of the Minnesota Supreme Court Historical Society, and served on the boards of numerous other governmental, educational, and non-profit organizations. In addition to Governor Dayton's Proclamation in 2013, Mr. Rotenberg is the recipient of a Certificate of Outstanding Service from the University of Minnesota Board of Regents, a Special Commendation Award for Outstanding Service from the U.S. Department of Justice, and been named a "Super Lawyer" by Minnesota Law & Politics and Twin Cities Business Monthly, among other awards and honors.
