He brings to his practice a unique blend of expertise and perspective in defending his clients by leveraging more than two decades of experience working for the Internal Revenue Service Criminal Investigations (IRS CI). His practice focuses on white-collar crime, tax controversy and government regulatory litigation. He also possesses extensive knowledge in the areas of cryptocurrency and digital assets, financial crimes, civil and criminal tax, money laundering, fraud, internal investigations, and the Bank Secrecy Act.
Outside of his legal practice, Mr. Rowe serves as an adjunct professor for the Texas A&M University School of Law, teaching the Master of Laws program in international white-collar crime. He is also an active member of the National Bar Association, American Bar Association, Dallas Bar Association, National Black Lawyers Association, J. L. Turner Legal Association, Association of Government Accountants, Association of Former Internal Revenue Executives, and Texas Blockchain Council.
Prior to his position with Meadows, Collier, Mr. Rowe worked for the IRS, beginning his career in 1998 as a special agent. He soon advanced through positions of responsibility to become Senior Analyst in the Narcotics and Counterterrorism Division, followed by a transition to Special Agent in Charge at the Criminal Investigations (CI) Division where he served in both the Los Angeles and Dallas Field Offices. In 2016 he entered Senior Executive Service for the U.S. Department of the Treasury.
In January 2019, Mr. Rowe served as the Executive Director of International Operations for IRS CI headquartered in Washington, DC. In this role, he successfully designed and implemented novel strategies to detect and mitigate international financial crimes and collaborated with global leaders in numerous countries. He was responsible for international law enforcement cooperation between foreign governments and CI field offices as it related to investigating potential criminal violations of the Internal Revenue Code and related financial crimes.
In 2020, Mr. Rowe was appointed as Director of the new Office of Fraud Enforcement which provided IRS service-wide leadership and guidance to detect and deter fraud. He functioned as the principal advisor and consultant to IRS Division Commissioners and Deputy Commissioners on all issues involving fraud enforcement strategic plans, programs, and policy. While in this position, he administered oversight to the COVID Relief Fraud Project with the Joint International Task Force, lending his expertise to alleviate challenges due to the COVID-19 pandemic, and leading his team in identifying and shutting down a billion-dollar fraud scheme.
Prior to embarking on his professional career, Mr. Rowe earned his Bachelor of Science in Business and Commerce from the University of Houston in 1989 and a Juris Doctor from the Texas Southern University Thurgood Marshall School of Law in 1992. Following these achievements, he attained a Master of Laws in tax law and taxation from Southern Methodist University in 1996. He was admitted to the State Bar of Texas in 1992.
