Marcus J. Lemon Honored for Excellence in Public-Private Partnerships and Infrastructure Law

Mr. Lemon is an attorney with more than 27 years of expertise in public-private partnerships (P3/PPP) and infrastructure law. He graduated cum laude from Franklin & Marshall College in 1992 with a Bachelor of Arts in government and English, and continued his education at the Penn State Dickinson School of Law where he attained a Juris Doctor in 1996, and has been admitted to practice in Pennsylvania, Washington, D.C., and New Jersey.

Mr. Lemon began his career in 1996 as a judicial clerk to the Hon. Elizabeth A. Crum, Chief Judge of the Commonwealth of Pennsylvania Workers Compensation Court. Thereafter, he became an associate of Reed Smith LLP, an international law firm where he was a key part of the infrastructure and public finance group. The same year, Mr. Lemon joined the United States Army Reserves Judge Advocate General's Corps, where he would remain active until 2010, rising to the rank of Major. During his time in the United States Army Reserves, Mr. Lemon additionally served as Deputy Chief of Staff and Special Assistant to the Pentagon Inspector General between 2002 and 2003, and as a member of the 153rd Legal Support Organization from 1998 until 2005, and later as Assistant Deputy Staff Judge Advocate at the Military Intelligence Reserve Command (MIRC) at Fort Belvoir, Virginia, attaining the Meritorious Service Medal of the Army. He simultaneously worked in the private sector as a Senior Associate with Obermayer Rebmann Maxwell & Hippell LLP and later as a partner in the Transportation & Infrastructure Group of Baker & Miller, PLLC.

Mr. Lemon began to develop a reputation for excellence and innovation in public-private partnerships and infrastructure law, and in 2007 he was appointed by President George W. Bush to serve as the SES level Chief Counsel to the Federal Highway Administration, where he helped create the Office of Innovative Program Delivery, what is now known as the Build America Bureau, and advanced several major P3 initiatives and projects in the U.S. In 2011, he became Senior Counsel in the Infrastructure & Public-Private Partnerships Group at Dentons, an international law firm, where he worked on several first-of-their-kind P3 and infrastructure projects in the U.S. He became a partner of the Polsinelli Law Firm in 2014, eventually rising to become Global Chair of the Infrastructure and P3 group, and from 2018 until 2020, he held a similar role with Womble Bond Dickinson, LLP. Mr. Lemon was appointed Senior Counsel to the United States Department of Energy for Infrastructure and P3 in 2020, and returned to the private sector in 2021 as Senior Counsel in the same specialization for Clark Hill. In each of these positions, Mr. Lemon advanced major, first-of-their-kind P3 projects in the U.S., including the first statewide fiber optic network P3 that received the Bond Buyer's Deal of the Year Award in 2015.

Since 2022, Mr. Lemon has been Business Affairs Counsel for Hitachi Rail, where he provides legal advice for infrastructure, P3s, commercial contracts, and transportation matters. In recognition of his service, Mr. Lemon has been decorated with an Army Achievement Medal, an Army Commendation Medal, and a Meritorious Service Medal in addition to many industry honors. As a leading voice in his field, he is a member of the Pennsylvania, District of Columbia, and New Jersey Bars, a longtime pro bono lawyer for Soldiers to Sidelines, and a contributor to numerous community organizations. Mr. Lemon's greatest achievement is his two children, Andrew and Taylor, who enjoy skiing, kayaking, hiking, and traveling together. Mr. Lemon credits his success and achievement in life to a strong family base, which included a Christian upbringing by his parents, Mr. and Mrs. R. Dean Lemon of Lancaster, Pennsylvania. Mr. Lemon cites Philippians 4:13 as the core principle that has guided his life and career.
