Ms. Brown-Bailey was instrumental in changing the policy for women in the service.

Ms. Brown-Bailey is a retired yeoman first class, E-6, who served her country in the U.S. Navy and specialized in administrative tasks from 1979 to 1999. Upon her retirement, she spent another seven years as a civilian employee at Raytheon Technical Services Company, an organization based in Massachusetts that serves as a major U.S. defense contractor for the military.
Grateful for having the opportunity to spend two decades in the military, Ms. Brown-Bailey was instrumental in changing the policy for women in the service. Having gotten pregnant while serving on board, she was initially informed that she must be relocated to a shore command. Her request was denied despite her request to remain on the ship until she was six months pregnant. Three years later, the policy changed because of Ms. Brown-Bailey's effort, and all women were permitted to stay in their positions on board navy ships until they reached their six-month pregnancy mark.
Having thoroughly enjoyed her career in the U.S. Navy, Ms. Brown-Bailey was never discouraged as a woman working in a male-dominated profession. She recalls numerous male military personnel assisting her and serving as a support system for her throughout her career. Ms. Brown-Bailey also notably met her husband while serving.
Ms. Brown-Bailey studied at the University of South Carolina at Lancaster, earning an associate's degree in art history. In recognition of her service, she was decorated with a U.S. Navy Commendation Medal, three U.S. Navy and U.S. Marine Corps Achievement Medals, five Good Conduct Awards, a National Defense Service Medal, and an Armed Forces Reserve Medal. Additionally, Ms. Brown-Bailey was honored to receive a Meritorious Unit Commendation.
