Inspired to become an attorney by the example of the late civil rights and human rights leader and former U.S. Congressman Allard K. Lowenstein, Mr. Robbins began his post-secondary education at Brown University in Providence, Rhode Island, where he earned a Bachelor of Arts degree in history. After living abroad in Vienna, Austria for a year, he entered law school, earning his J.D. cum laude at Boston University's School of Law in 1982. He started his legal career at the Boston law firm of Mintz Levin Cohn Ferris Glovsky and Popeo, and spent five years there before being recruited as an Assistant United States Attorney for the District of Massachusetts, serving in that capacity between 1987 and 1990. While in the United States Attorney's office he specialized in civil fraud and controlled substance cases, and was appointed as the office's first head of a newly-formed Asset Forfeiture Division. He received numerous awards from the Justice Department, the United States Drug Enforcement Administration, the Federal Bureau of Investigation and the General Services Administration as well as other agencies for his service as an Assistant United States Attorney.
In 1997 he was asked to serve as the Chief Counsel for the Minority of the United States Senate's Permanent Subcommittee on Investigations and as the Deputy Chief Counsel for the Senate Governmental Affairs Committee's investigation into allegations of fundraising improprieties during the 1996 presidential election. In 1999 and then again in 2000, Mr. Robbins was appointed by President Clinton as a United States Delegate to the United Nations Human Rights Commission in Geneva, Switzerland.

In 2010 he received a human rights award from the American Jewish Committee, and from 2012 to 2014 he served as the Chairman of the New England Board of the Anti-Defamation League.
Mr. Robbins is a nationally syndicated columnist, writing a weekly column published by Creators and printed in newspapers around the country, including the Boston Herald. His columns have also appeared in the Wall Street Journal, the Christian Science Monitor, the Boston Globe and the Times of Israel. Since 2016 he has been a Visiting Assistant Professor of Practice in Brown University's Political Science Department, and he is a legal contributor for ABC News Live, frequently appearing as a commentator for the network. He has also lectured widely on issues relating to the Middle East and national security.
Since 2018 Mr. Robbins has been a litigation partner in the Boston office of Saul Ewing, and is intensively involved in Massachusetts civic, community and political affairs.
