Having joined the Montgomery County Government in Maryland more than 25 years ago, Mr. Carzon recently took on the role of regional manager for Montgomery County Public Libraries in 2022. Responsible for administering library operations for four local library branches in the Silver Spring region, he is notably an expert in library operations, programs, public policy, budgeting, financing, and procurement. Previously, Mr. Carzon served as a senior management and budget specialist for the County's budget office from 1996 to 2002, and as a senior information technology specialist and project manager for the County's technology department from 2002 to 2004, before taking a promotion to become the business manager for Montgomery County Public Libraries in 2004. He began managing library branches in 2016, including the Library of Things Music at the Twinbrook Library, and the Connie Morella Library, before taking on the role of Regional Manager in 2022.
While serving as the business manager, a member of the system's senior executive team, Mr. Carzon was instrumental in creating a Memorandum of Understanding with the regionally and nationally recognized KID Museum, which was housed in the basement of the Davis Library. Recognized as a nonprofit organization, The Kid Museum teaches children how to work with textiles, circuitry, robotics, and audio-visual media creation. Passionate about the significance that libraries play in communities, Mr. Carzon believes that people of all ages should take advantage of what their local facility has to offer.
During his time as a management and budget specialist for the County's budget office, Mr. Carzon was a primary advisory on information technology projects, budgets, and policy. He played a significant role in major upgrades of the County's information technology infrastructure, particularly for public safety departments; and in the long-term improvement of interagency relationships and funding mechanisms for information technology projects. During an earlier stage of his career, Mr. Carzon served as a senior data technician on a part-time basis, supporting the Solar Data Analysis Center at NASA Goddard Space Flight Center for Hughes/STX/Raytheon Company (and originally Lockheed Martin Company). Having begun working for the Center when he was in high school, he remained committed through the end of his graduate studies. Apart from his work at Raytheon, Mr. Carzon was a resident director, teaching assistant, and graduate research assistant at his alma mater, the University of Maryland at College Park.
Looking toward the future, Mr. Carzon aims to acquire a directorship role for a local library system in Maryland. Ultimately, he aspires to secure a directorship position for a Beyond Earth Library System.
Civically engaged, Mr. Carzon has been active with Women's Empowerment and Voice, a nonprofit that encourages gender equality in education and equal rights for disadvantaged females throughout the Mekong Delta. Mr. Carzon, a Vietnamese American, is also a former secretary of the Vietnamese American Society and a former secretary and former board of directors member for Asian American Youth Leadership Empowerment and Development (AALEAD).
Mr. Carzon pursued a formal education at the University of Maryland, having received a bachelor's degree in government and politics in 1993, followed by a Master of Public Management in 1996, and a Master of Library and Information Sciences degree in 2020. Mr. Carzon is a certified librarian in the state of Maryland.
As an extension of his commitments, Mr. Carzon remains abreast in his industry as a member of the American Library Association, the Public Library Association, the Songwriters' Association of Washington, and the National Space Society.
Commended for his expertise, Mr. Carzon received The Spirit of Maryland Award for Distinguished Scholarship and Community Leadership in 1992. He was also honored to receive an Employee of the Year Award from the Office of Management and Budget in 2000, several team awards from the Montgomery County Public Libraries between 2014 and 2019, and, among other accolades, the B. Parker Hamilton Award for Professional Excellence from the Friends of the Library, Montgomery County Inc., in 2020. Mr. Carzon credits his success to the support of his family and the community, and in particular excellent mentors, educational, and government institutions in Maryland. Mr. Carzon and his wife Maria live in Gaithersburg, Maryland with their two sons Jonah and Harry.
