Now retired, Capt. Hardy (Ret,) was an award-winning officer who served as a patrol officer to captain for the Greenville North Carolina Police Department for 44 years. As captain of the Investigations Bureau for 17 years with a fellow Lieutenant, they commanded six major units including Major Crimes, Property Crimes, Special Investigations, Forensic Services. Violent Crime Reduction and Special Victims units.

Hardy (Ret.) was frequently involved and in charge of dangerous individuals and situations in high crime areas, including dealing with gangs and shootings. As a sergeant in the 1980's working under the chief of police, he was recognized as the head of a new special crime reduction unit called C.A.T. (Community Assistance Team). It was one of the first units of its kind in the area. He was expected to lead his team with integrity and build positive relationships in high crime areas while ensuring the safety of the residents, his officers and the criminal element who found themselves in trouble.
In light of his success. Capt. Hardy (Ret.) was recognized by Parade Magazine and The International Association of Chiefs of Police as One of the Top 10 Officers in 1987. Among numerous communities and policing awards, he was also awarded a Community Policing Award by Greenville Mayor Kandie Smith in 2017. The Award was for his outstanding commitment to the department.
One of the highlights of his career in the early 1980s was his involvement in a Police Agent Form. He created a Police Search Form. The residents signed the Agent Form that allowed the police to enter upon their property without their permission. The Search Form allowed the police to physically search their property, except for inside their houses or inside a closed barn without their permission or presence. The officers could take possession of any property the resident said was not theirs. It empowered the residents but put the police out front for any retaliation. This changed everything and created numerous positive police and resident relationships. The nuisance calls and criminal element moved on but only for those kinds of situations. This really opened his eyes to not assume what the police or he saw, believed, understood or thought we knew was the whole story. His journey of community policing or problem orienting poling begins.
Capt. Hardy {Ret.) attributes much of his success to the many valuable relationships he has developed throughout his career, both in the field with his colleagues, groups and organizations, other agencies, and the citizens of Greenville and Pitt County. He is a firm believer in motivating others. Even after arresting and convicting individuals for the most heinous crimes. Capt. Hardy (Ret.) has remained steadfast about influencing and inspiring all people that a positive change is still possible. Leaving them with today is the first day of the rest of your life!
