An expert in his field, he holds a Bachelor of Science in physics from California State University, Fresno, and a Master of Science in physics from San Jose State University. Subsequently, Mr. Neisan completed a Master of Science in electrical engineering at the University of Colorado and PhD coursework in material science and nuclear physics at the University of Denver and Utah State University respectively.
