Establishing himself as the legislative director of the National Guard Dual-Status Technicians, Local 1776, Mr. Gannon has leveraged his more than three decades of expertise to support his federal position. Having garnered recognition as an assistant director and director of legislative, political, and governmental affairs, representing approximately 500,000 men and women of the Laborers'International Union of North America and its Labor-Management Trusts in Washington, D.C., he also maintained his own consultancy as the president and chief executive officer of Gannon Consultancy Group Inc. Moreover, Mr. Gannon was an executive for a national construction management corporation, the director of business development and marketing for several national architectural and engineering firms, and an executive director for several city planning and economic development departments in Rhode Island.
Adding to his unique professional background, Mr. Gannon garnered political recognition as a four-term state senator in Rhode Island from 1980 to 1988. He also taught graduate courses in political communications as a faculty member at Emerson College in Boston. During an earlier stage of his career, Mr. Gannon was a social worker and later become chairman of the board for a regional Head Start program.
Among Mr. Gannon's many professional highlights, he had the opportunity to testify before the U.S. Congress regarding banking matters and before the Minister of Finance in Canada regarding U.S. tax codes, superfund sites and brownfields funding. As part of his work with the National Guard Dual Status Technicians, he collaborated with RI Senator Jack Reed, Chairman of the Senate Armed Services Committee to obtain appeal rights for members of the U.S. National Guard Technicians.
Active civically for most of his life, he has volunteered and participated in various charitable organizations including, the United Way of Rhode Island, Multiple Sclerosis Charity Bike Rides, and various animal welfare and rescue programs. He has also coached hockey as a 40-year veteran of the sport. Furthermore, Mr. Gannon is on the board of directors for the Amherst Homeowners Association in Florida, and formerly served as an executive board member of the High-Speed Ground Transportation Association. He remains a member of the Harvard Club of Tampa and Washington, DC. He has also since become active with Daystar Life Center Inc., a nonprofit organization based in Saint Petersburg, Florida, as a board member since 2019 and chair of the board of directors since 2020. The Center strives to combat hunger, poverty, and homelessness, offering various resources to needy community members. Mr. Gannon believes in helping others to the best of one's abilities and encourages others to do the same.
Highly educated, Mr. Gannon received a Bachelor of Arts in Sociology and Psychology and a Master's in Urban Planning and Economic Development from the University of Rhode Island. He also earned a Master's of Public Administration from Harvard University.
