Leveraging more than two decades of excellence in international telecommunications and business management, Dr. Turay has earned distinction as a telecommunications engineer with various humanitarian and peacekeeping missions around the world. Since 2012, he has focused his efforts on developing radio telecommunications for the humanitarian and peacekeeping operations by providing expert advice on various telecommunication systems, Electronic Counter Measure systems (ECM) as well as overseeing and managing existing technologies like Premier Mobile Data Computer (Premier MDC) for maritime vessels. He also implemented processes to streamline current radio networks, configured VHF radios and installation and management of various telecommunication systems, and instructed foreign nationals on the use of peacekeeping communication equipment. Additionally, he managed the training and technical development of staff, and supervised and provided professional leadership and work directions to various civilian unit's example national staff members to support the mandate of the peacekeeping missions.
Before starting his present role, Dr. Turay began his career as a telecommunications engineer in peacekeeping operations and political field missions around the world, to name a few in Timor-Leste from 2000-2008, Chad from 2008-2010, Kosovo in 2010-2012 and Lebanon from 2012 to present. In 2017 he was again called upon to serve as a telecommunications technician in the initial deployment phase of the peacekeeping mission in Colombia.
Prior to embarking on his professional journey, Dr. Turay earned a diploma in telecommunications, electronic engineering and telecommunications engineering from the City and Guilds of London Institute in 1999. Following this achievement, he attained a Master of Science in international management from the University of Liverpool in 2014. He subsequently gained a Doctor of Business Administration from Walden University in 2023, writing his thesis on leadership strategies that include business performance in the information technology industry. Grounded in Herzberg's two-factor motivation theory, the purpose of this qualitative single case study was to explore leadership strategies managers in the IT industry use to improve business performance. The implications for positive social change included the potential for managers to improve leadership strategies to retain employees and improve job satisfaction. Within the coming years, Dr. Turay intends to rise further in his career to become a top manager or leader in a whole department.
