A respected traffic engineer with more than 40 years of experience in developing work zone safety policies, procedures and training, Ms. Quinn initially graduated from William Fleming High School in 1981. Soon thereafter, she began her career with the Blue Ridge Parkway in conjunction with the U.S. Department of the Interior, working as a flagger, a sign fabricator and a highway maintenance worker between 1981 and 1993. Ms. Quinn subsequently served in a number of positions with the Virginia Department of Transportation in Salem, Virginia between 1993 and 2018, including as a sign fabricator, a work zone traffic control coordinator, an assistant state work zone safety coordinator, a road design engineer and a traffic engineer.
During this time, Ms. Quinn was responsible for conducting field reviews and work zone evaluations of temporary traffic control devices and practices, implementing work zone safety instructional courses, investigating traffic issues, compiling accident data to improve road safety, developing safety training policies and procedures, and reviewing the work of roadway designers, among others. Renowned for her stellar attention to detail, her motivation to learn and grow within her industry and her extraordinary skills in training and development, she further accrued a great deal of knowledge in roadside safety hardware, design and technical planning. As a testament to her exceptional endeavors with the Virginia Department of Transportation, Ms. Quinn was presented with a Commission Award of Excellence from the Virginia Department of Transportation and the National Safety Award from the American Traffic Safety Service Association in 2019
Notably, Ms. Quinn pursued higher education at Virginia College shortly after joining the Virginia Department of Transportation, from which she earned an Associate of Applied Science in information technology in 1994. She additionally obtained a traffic control supervisor certification from the American Traffic Safety Service Association and a water safety instructor certification from the American Red Cross in order to support her professional ambitions. Ms. Quinn concluded her academic efforts at the National Business College in 2005, graduating with a Bachelor of Business Administration.
Since 2022, Ms. Quinn has found much success as a road design standard engineer with the Virginia Department of Transportation. She has also excelled as the owner of Restoreth Sound and Vibration Healing LLC since 2018. Outside of her primary professional responsibilities, she has been active as an independent swim teacher as well as a member of the United Women in Faith. Ms. Quinn has likewise maintained her involvement with the Ronald McDonald House in Southwest Virginia for several years.
Ms. Quinn has attributed her success to the influence and encouragement of her mentors, who have motivated and challenged her to improve within her field. Among the many highlights of her career, she is quite grateful to have received the National Safety Award from the American Traffic Safety Service Association, as she was nominated by her boss, David Rush, with whom she had worked from 2007 until 2018. In the coming years, Ms. Quinn is dedicated to becoming a professional engineer with the hopes of acquiring her degree in professional engineering in the immediate future.
