    BISMARCK, ND, September 19, 2023 /24-7PressRelease/ -- Paul J. Bowlinger, Esq., has been included in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Leveraging more than four decades as an avid player and three decades of excellence in horse racing regulation, Mr. Bowlinger has earned distinction for using his legal expertise for the benefit of horse racing regulation. Since 2000, he has focused his efforts on the regulation of equine racing and ensuring the integrity of the entirety of the pari-mutuel industry.

While establishing his private practice law firm, Mr. Bowlinger began his career as a director of racing for the State of North Dakota in 2000 and became the executive director of the North American Pari-Mutuel Regulators Association in 2004. Following this time, he served as the executive vice president and general counsel for the Association of Racing Commissioners International in 2006 until 2010.

Among his professional accomplishments, Mr. Bowlinger was honored with an RCI-NAPRA Unity Project Award in 2005 and in 2010 received the William H. May Distinguished Service Award, the highest honor bestowed by the Association of Racing Commissioners International. His opinions appeared in The New York Times, Daily Racing Forum, and Thoroughbred Times. Mr. Bowlinger was a multiple time lecturer at the Race Track Industry Program held yearly in Tucson, Arizona and an attendee representing United States Regulation at the International Federation of Horseracing Authorities held in Paris. He is also proud to have advocated for equine welfare and jockey safety while striving to make the pari-mutuel industry an equitable place for the betting patrons by ensuring wagering integrity.

Mr. Bowlinger graduated Cum Laude with a Bachelor of Science in Political Science and History from Concordia College in 1982. During this time, he interned for the honorable U.S. Senator Milton R. Young. After a period as a professional musician, he attained a Juris Doctor with Distinction from the University of North Dakota Law School. Mr. Bowlinger is an avid horseplayer (placing eighth in The Orleans National Handicapping Challenge in Las Vegas) and has visited most racetracks in the U.S., ultimately deciding to focus his profession on this area.

Within the coming years, Mr. Bowlinger intends to spend more time with his wife and children, having recently retired after open heart surgery. He plans to pursue horse racing from an ownership perspective while continuing to advocate for the patrons of racing in any way possible.
