With more than three decades of excellence in policy development, Dr. Jenkins has earned distinction as the managing director of not-for-profits and social services for Oaktree Solutions. Since 2023, he has focused his efforts on gaining an understanding of underserved communities and their needs, addressing these issues through policies and social endeavors. Additionally, he has served as a chair on the board of trustees for the Metropolitan College of New York since 2022.
Before joining Oaktree Solutions, Dr. Jenkins served as an eligibility specialist with the Human Resources Administration from 1989 until 2008. During this period, he also served as its executive director in 2007 and was the director of the HRA/MICSA from 2000 until 2007. In 2008, he became the assistant deputy commissioner for the Medical Insurance and Community Services Administration of HRA/MICSA and took a role as the assistant deputy commissioner for the Human Resources Administration's Office of Child Support Enforcement in 2010.
Dr. Jenkins continued his career as the assistant deputy commissioner for the New York City Human Resources Administration in 2011. He continued to rise in the New York City Human Resources Administration until becoming its first deputy commissioner in 2017, serving in this position until 2020. He subsequently lent his expertise as the commissioner of the New York City Department of Social Services in 2022. He is most proud to have developed the Medicaid Helpline, a call center where New Yorkers can call in if they have any questions or problems with their public health insurance and are guided on how to resolve issues as well as how to apply and recertify for benefits.
Prior to embarking on his professional journey, Dr. Jenkins earned a Bachelor of Arts in forensic psychology from the John Jay College of Criminal Justice in 1999. Following these achievements, he attained a Master of Public Administration in 2006 and a Doctor of Humane Letters in 2022, both from the Metropolitan College of New York. He also completed a senior executives in state and local government program at the Harvard Kennedy School Executive Education in 2019.
Looking to the future, Dr. Jenkins intends to continue aiding the needy and inspiring participation in the social services domain. His goal is to serve as a positive role model for youth in his community who need to navigate social assistance programs, guiding them toward upward mobility and success.
