Dr. Mullins is also the chief executive officer and president of Elite Disaster Consulting International, LLC, headquartered in Puerto Rico, where she has worked with several clients on the island including, The Department of Corrections and Rehabilitation, Pontifical Catholic University of Puerto Rico, The Puerto Rico Department of Education, and ERA Advisory Group, and other non-profit organizations on the island. Before embarking on her current journey, Dr. Mullins leveraged her expertise in policy advising, mitigation, grant formulation, and disaster recovery for over where she worked as the Executive Disaster Recovery Director for Cornerstone Sigma Consultants, LLC, where she led the development and award of nearly $30 million in disaster recovery claims for various clients due to Hurricane Maria. She served as the Senior FEMA Subject Matter Expert, Policy Advisor, and Project Manager for the Institute for Building Technology and Safety (IBTS). During her tenure with the IBTS, she led the development of nearly $20 million in high-level hazard mitigation and public assistance projects for various clients, and worked alongside project officers, emergency coordinators, and technical experts. Over the years, Dr. Mullins has also gained valuable expertise in risk reduction, recovery program management, disaster recovery, and more with such companies as Hagerty Consulting, New York Office of Emergency Management, Georgia Emergency Management and Homeland Security, North Carolina Department of Public Safety, and the North Carolina Redevelopment Center.
An expert in her field, Dr. Mullins earned a bachelor's degree in homeland security and emergency management from Ashford University. Subsequently, she became a Certified Emergency Manager through the Georgia Emergency Management and Homeland Security Agency and a certified Holistic Life Coach and Counselor through the American Association of Drugless Practitioners. Likewise, she earned a PhD in Philosophy and a minor in Holistic Life Counseling from the University of Sedona. Outside of her work, Dr. Mullins aligns herself with the U.S. Women's Chamber of Commerce, KNOW Charlotte, Women Thrive, The Tresor Women Warrior, Worldwide Women Association, and The American Association of Drugless Practitioners.
For her achievements, she won the Outstanding Achievement Award from the New York State Division of Emergency Management, an EMI Certificate of Achievement from the Federal Emergency Management Agency, and a Lifetime Achievement Award, which was bestowed upon her by President Joe Biden. While her career has been filled with highlights, she takes the most pride in launching a firm and making it successful within the first year of business and assisting various clients obtain and retain more than $4 billion in disaster recovery funds and never having a negative finding for complex recovery work.
