After a long and distinguished career that spanned over 30 years, Mr. Plutchak became recognized for his work as a consultant for the City of Newport Beach, the California Yacht Marina in Wilmington, and the City of San Diego at Glorietta Bay. Consulting on various marine construction projects, such as docks and piers, Mr. Plutchak notably establishes plumbing and waste designs. He has also been credited with building buoys welded in steel that are 150 feet long and 10 feet in diameter and shelters for the electrical equipment, general equipment, and instrumentation to make measurements.

A respected atmospheric and oceanic physicist, Mr. Plutchak has excelled in studying atmospheric and oceanic physics. Much of his research career was devoted to pollution and the disturbance of the natural earth processes due to humanity. As such, he has dedicated time to establishing more effective waste control, human waste control, and regeneration. One of the sites that Mr. Plutchak researched was the 106-mile site in New York City, where all the city's septic tank waste is put out to sea. He also studied nuclear waste being disposed of off the coast of San Francisco and medical waste being disposed of at sea near Puerto Rico. As a respected researcher, Mr. Plutchak holds two U.S. patents. He has disseminated his works in approximately 40 scholarly articles as author and co-author.

Before transitioning into consulting, Mr. Plutchak was the president and chief scientist at Active Leak Testing (ALT) Inc. in San Pedro, California, from its founding in 1984 until 2009. ALT was a full-service environmental consulting and contracting firm specializing in installing, maintaining, servicing, and closing fuel storage and distribution systems. Mr. Plutchak also held the title of chief scientist of the ocean engineering divisions at Interstate Electronics Inc. between 1976 and 1983. Earlier in his career, Mr. Plutchak was the president of Omega International Inc. (dba Deep Ocean Work Systems Inc.) from 1976 to 1997, a company ultimately acquired from the previous owner. Among other roles, he worked for several institutions and organizations dating to the early 1960s, including Mesa College in San Diego, through which he developed and taught Introductory Oceanography as part of a marine biology program between 1966 and 1968.

Mr. Plutchak honorably served his country in the military. Drafted into the U.S. Army shortly after high school, he subsequently served in the U.S. Air Force. After being honorably discharged, he enrolled in college and quickly gravitated toward geology and the sciences. Becoming highly educated, Mr. Plutchak earned a Bachelor of Science in geology with a minor in geophysics, mathematics, and philosophy from the University of Wisconsin-Madison. He also completed coursework toward a Master of Science in atmospheric and oceanic physics from Florida State University and additional coursework toward a Doctor of Philosophy in oceanic physics from Oregon State University. Additionally, Mr. Plutchak received credentials in his field as a registered geologist and hydro-geologist in California and a California contractor's license in various categories, including well drilling and handling hazardous materials. Besides his work-related designations, Mr. Plutchak received SCUBA certification through the U.S. Navy and a license as a private pilot for gliders and single-engine aircraft.

Mr. Plutchak has been active as a member of several industry-related organizations, including the American Geophysical Union, the Marine Technology Society, the American Institute of Physics, and the Natural History Museum. Additionally, he is a member of Sigma Xi.
