In his career as an administrator in the Hawaii State Department of Education, Dr. Shiraki was a vice principal, district educational specialist, and state educational specialist for Student Support Services for 16 years. He later became complex area educational specialist, working with schools in areas related to the broad realm of continuous school improvement and professional development and learning. He continues to explore a professional interest in the learning and development of learners and leaders at all levels of the educational system.
Having made significant contributions to the field of education throughout his tenure, Dr. Shiraki has focused on supporting early childhood education, students with disabilities, foster youth, school health programs, family support programs, and many other programs and services to support youth and families. With knowledge and expertise in a range of areas, he has worked to ensure that students have access to the supports to learn and grow in any educational setting. He attributes his remarkable success to a strong work ethic and the guidance and mentorship he has received from many experts in his field, as well as his parents and family. Looking toward the future, Dr. Shiraki continues to envision working in the field of education, with the possibility of focusing on research in leadership and learning. His own career trajectory naturally supports a foundation of continuous learning.
For more than two decades, Dr. Shiraki has been a lecturer and affiliate graduate faculty at the University of Hawaiʻi at Mānoa in the College of Education. He has taught and advised students in Educational Administration, Educational Foundations, and most recently, the Doctor of Education in Professional Educational Practice. He has also utilized this venue to help to nurture and mentor new leaders in a broad array of educational systems—public, independent, and charter schools. Moreover, he has served as an advisor or committee member, working and mentoring with students on research projects to fulfill degree requirements. Currently, Dr. Shiraki is working with a group of aspiring doctoral students to conduct a group research project and is also preparing to teach a practicum course in the spring of 2024.
As part of his ongoing civic commitments, Dr. Shiraki has served as chair or visiting committee member on school accreditations for the Accrediting Commission for Schools, Western Association of Schools and Colleges (ACS WASC) since 2006. In this capacity, he has been instrumental in helping schools engage in the processes of continuous school improvement. More recently, Dr. Shiraki served as director and president of the College of Education Alumni Association from 2017 to 2023. He was also active as a board member for the Hawaii Chapter of the International Dyslexia Association and a consultant for local educators and former students.
Highly educated, Dr. Shiraki graduated from the University of Hawaiʻi at Mānoa with a Bachelor of Education in Secondary English Education in 1978, a Master of Education in Educational Administration in 1998, and a Doctor of Philosophy, with a specialization in Educational Administration and Policy Studies, in 2004.
