Dr. Langan's most recent feat was serving as a Foreign Service Officer for the United States Department of State in Montevideo, Uruguay, from 2021 to 2023 and in Accra, Ghana, from 2018 to 2020. Prior to these roles, he served as the Head of Security Cooperation at the Organization for Security and Co-operation in Europe (OSCE) in Bosnia aand Herzegovina from 2017 to 2018 and as a Future Operations Planner for the United States Department of Defense from 2016 to 2017.
Dr. Langan's tenure with the United States Department of the Army was marked by his leadership as the Senior Defense Official and Defense Attaché in Switzerland, Liechtenstein and Cyprus from 2007 to 2015. His expertise in leadership, foreign policy, national security, conflict prevention and post-conflict reconstruction is widely recognized and praised throughout the Depaartment of Defense and the Department of State. For superior meritorious service, Dr. Langan was inducted into the Officer Candidate School Hall of Fame, in 2009, at the National Infantry Museum in Fort, Moore, Georgia.
Dr. Langan's life reflects his dedication to public service. He enlisted in the Army in 1978 and served until retiring as a colonel in 2015 after spending more than two decades overseas. His unique specialty as a Foreign Area Officer took him to various embassies around the world, where he represented the Secretary of Defense and geographic Combatant Commander. Following his retirement after more than 42 years of government service, he continues his commitment to education and service by teaching political science and international relations at the University of Maryland Global Campus.
Dr. Langan's academic background is as impressive as his professional one. He earned his Doctor of Philosophy in international relations, with a focus on conflict prevention and post-conflict reconstruction, from the University of Kent, in Canterbury England, in 2005. This was followed by a Master of Arts in national security and strategic studies from the U.S. Naval War College in 2011, and preceded by a Master of Arts in political science from The University of Kansas in 1997, a Master of Science in business administration from Boston University in 1984, and a Bachelor of Arts in liberal arts from Villanova University in 1982. Dr. Langan attributes his success to his upbringing, education and environment, which fostered his pursuit of knowledge and service.
Outside of his professional endeavors, Dr. Langan enjoys fishing, hiking and traveling — activities that allow him to connect with nature and cultures around the globe. Dr. Langan is an active member of the International Game Fish Tournament Observers, a charitable tax-exempt organization dedicated to the preservation and conservation of game fish worldwide by providing trained and insured observers to authenticate the "Catch & Release" of billfish & game fish during international big game fishing tournaments. He is also a life member of the Veterans of Foreign Wars organization.
Dr. Langan has set goals to continue educating future generations through his teaching while cherishing memories with his wife, Amra. Dr. Langan's legacy is one of service, education, and an unwavering commitment to making a positive impact on the world.
