While growing up outside of Camden, New Jersey, Mr. Higgs was surrounded by negative influences that affected those around him. However, due to a dedicated single mother, the local library system, and the Naval Sea Cadets, he managed to find and remain on the right path and prepare for his future. Despite his lack of a support system, he was driven to succeed and received a congressional nomination to the United States Naval Academy in 1982. Mr. Higgs served as a Naval Flight Officer and Aerospace Engineering Duty Officer before leaving active duty in 2006. Highlights of his career include flying combat missions in Operation Desert Storm, serving as a Program Manager for Navy Research and Development Programs, and serving as Spacecraft Manager for a satellite system where he gave the final spacecraft "Go!" for launch. He is also a graduate of the U.S. Naval Test Pilot School, a former USNTPS flight instructor, and has flown over 2500 hours in multiple aircraft types.
After nearly two and a half decades of service to his country, Mr. Higgs transitioned to civilian life and started his new chapter in Seattle, Washington. He has worked as a Senior Systems Engineer for a consulting company, Sales Director for L3Communications, Production Lead and Aircrew for The Boeing Company, Executive Leadership for several startup companies, Senior Consultant for Coleman Consulting, COO for two medium-sized companies, and Fractional COO and Executive Coach for Wolf's Edge Integrators and Scale Architects. He credits his background in naval aviation as the foundation of his expertise in leadership, coaching, teamwork, risk management, and continuous improvement.
An expert in his field, Mr. Higgs holds a Bachelor of Science in Mathematics from the United States Naval Academy and a Master of Science in Systems Engineering and Analysis from the Naval Postgraduate School. While in the Navy, he expanded his professional knowledge, earning certifications in program management, systems engineering, and manufacturing & production from the Defense Acquisition University, as well as a certificate in Engineering Fight Test at the U.S. Naval Test Pilot School. Outside of work, Mr. Higgs has contributed to his community in many ways. While living in Bellevue, he graduated from the Police Department Community Academy and served on two city commissions. He also completed a five-year term as a member of the Board of Trustees for the King County Library System. He currently serves on the Board of Directors for the local nonprofit Seafair Organization and as a Director on the board of the U.S. Naval Sea Cadet Corps.

While his career has been filled with highlights, he takes the most pride in being selected as a mission specialist astronaut candidate by the U.S. Navy in 1998. Although he wasn't selected by NASA, he came close to his childhood dream of becoming an astronaut. The cornerstone of his success lies with his mother, a single parent who motivated him to work hard and pursue his dreams. Looking forward, Mr. Higgs aims to do work that he loves until he and his wife, Gina, decide to retire.
