Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Mr. Wheeler is a respected attorney and expert in library science who joined Boston University in the school of law in 2016 as the associate dean of the Fineman and Pappas Law Libraries and associate professor of law and legal research. Responsible for supervising a team of more than 20 employees directly and indirectly, he also collaborates with three associate directors and teaches two sections of first-year legal research.

Noting the significance that law libraries serve, Mr. Wheeler says they play a critical role in democracy by educating lawyers involved in all aspects of society and in law firms. He also frequently writes essays about ethics and the role of law libraries in society. Mr. Wheeler notably authored a 2014 article, 'Let's Talk About Race.' Published in the Law Library Journal in volume 106, he examines numerical and anecdotal data indicating efforts to promote racial and ethnic diversity within the American Association of Law Libraries (AALL). Additionally, he has been an annual attendee of the International Association of Law Libraries (IALL) Annual Course which is held in a different location each year. Since 2016 he has attended the IALL Course in Oxford, U.K; Atlanta; Luxembourg; Sydney, Australia; Palo Alto, CA; and Geneva, Switzerland.

Passionate about various civic issues, Mr. Wheeler has actively advocated for LGBT rights. He has also been affiliated with the Act Up (AIDS Coalition), Equality New Mexico, and the American Civil Liberties Union. Moreover, Mr. Wheeler has volunteered on behalf of the AALL.

Mr. Wheeler graduated with a Bachelor of Business Administration in accounting from the University of Michigan in 1987. He also garnered a Doctor of Jurisprudence from the University of Michigan in 1990 and a Master of Library Science from Wayne State University in 2001.
