Dr. Frankel is an emeritus professor of urban planning who retired from Ball State University's R. Wayne Estopinal College of Architecture and Planning. During his tenure, he was well-known for providing students with a comprehensive and stimulating education, as well as complimentary ice cream Sundays prior to course evaluations, and without impact. As an expert in urban planning and real estate development, Dr. Frankel possessed extensive knowledge surrounding his field, uniquely setting him apart from other educators and specialists in the industry. For professional educational opportunities to motivated high school students throughout Indiana, Professor Frankel collaborated with the Indiana Housing & Community Development Authority to create and operate the "My Community, My Vision" program, which guided these young students to formulate, have locally adopted and implemented community development activities and developments catering to their interests, and averaging five per annum.

Aside from his leadership and tenure at Ball State, from 1971 to 1978 Dr. Frankel was an instructor at the University of Pennsylvania, College of Thematic Studies, and assistant professor in urban and regional planning at Rutgers University. At Rutgers he was instrumental in initiating its public administration program, the stalworth of the political science department. He also initiated at Ball State the real estate development programs at undergraduate and graduate levels and served as their coordinator. From 2015 to 2022, teams he mentored in state and interstate intercollegiate competitions in the field either reached as one of two finalists or winners, typically competing against much larger business schools.

As a scholar, he also contributed over 120 peer-reviewed articles to national and international journals and official governmental and related reports and co-authored the book "Policy Cycle" in 1978. Furthermore, Dr. Frankel has presented at numerous national and international professional conferences, including their keynote addresses.

Passionate about urban planning, Dr. Frankel was drawn to the profession by its unique code of ethics that emphasizes the welfare of communities and individuals. Besides making a positive impact on society, he was deeply committed to enhancing the lives of those around him. In the field, Dr. Frankel garnered success as the director of the Camden, New Jersey, Department of Community Development between 1978 and 1982, principal of Frankel Development Group [FDG] in Doylestown, Pennsylvania, and Cherry Hill, New Jersey from 1982 to 2002, and principal of the Indiana City Corporation in Muncie, Indiana, in 2002.

Significantly, Dr. Frankel is a co-founder of the Fair Share Housing movement in New Jersey and served as educational coordinator of its Fair Share Housing Center in Cherry Hill from 1973 to his departure in 2002 for the chairmanship of BSU's urban planning department. Responsible for the seminal and nationally recognized litigation in the Mount Laurel I and II cases appearing before the state's supreme court, the accomplishment during his tenure was to satisfy 52% of the affordable housing need, and which included the inclusionary developments his firm FDG contributed.

Besides his primary career goals, Dr. Frankel enjoyed a fulfilling opportunity to work as a ski instructor qualified at several ski resorts nationwide. He has also been active locally as a member of his local men's senior baseball league. He hikes daily with his trusted dog, Houdini, many times accompanied by his alumni students.

Highly educated, Dr. Frankel earned a Bachelor of Arts in political science and history, with honors, from Rutgers University with the assistance of an academic scholarship in 1968, followed by a Master of Arts in city planning and a Doctor of Philosophy in planning and economics from the University of Pennsylvania in 1970 and 1974, respectively. Well-qualified in his field, Dr. Frankel received the designation as a certified environmental risk screener through the National Association of Environmental Risk Screeners in 1980, as a certified professional planner through the American Institute of Certified Planners [AICP] in 1984, as a licensed planner by the State of New Jersey in 1984, as a licensed realtor in the State of New Jersey in 1988, and as a certified real estate appraiser through the New Jersey State Board Real Estate Appraisers in 1992.

As part of his ongoing professional commitments, Dr. Frankel is a member of the Environmental Law Institute. He continues to teach part-time at Ball State's Academy for Sustainability. In honor of his achievements, he received several accolades for his scholarly research, teaching, and public service, including a Lifetime Achievement Award from the Jewish Federation in 1992.
