With more than three decades of excellence in public service, Mr. Clodfelter has earned distinction as the Chief Budget Officer and Director of the Office of Management and Budget (OMB) for Miami-Dade County, the seventh largest county in the nation by population. Since 2021, he has focused his efforts on coordinating complex departmental operating and capital budgets totaling approximately $11 billion annually, developing the annual budget and recommending County budgetary and financial programmatic policies, including debt financing management, grants coordination, and cost recovery. He also provides recommendations on Enterprise Resource Planning business processes, statutory structure, and policy implementation as it relates to the County's transition to constitutional offices, which will transform the County's organizational landscape.
Mr. Clodfelter previously served in various roles in OMB and seven other departments within the County. In 2005, Mr. Clodfelter was appointed Chief of Budget and Performance Reporting for the Miami-Dade County Transportation and Public Works Department (DTPW), which includes the 15th largest public transit system in the country and the largest transit agency in the State of Florida. He was responsible for overseeing DTPW's financial management, including the operating budget of $500 million, capital improvement plans of $4.3 billion, grants administration, and internal audit. He later became OMB Senior Coordinator in 2009, where he oversaw the Countywide Infrastructure Investment Program and all General Obligation Bond program activities, valued at approximately $170 million annually. In 2020, he continued his career as the Interim Director for OMB.
To prepare for his professional journey, Mr. Clodfelter earned a Bachelor of Business Administration from Nova Southeastern University and an Executive Master of Business Administration from the University of Miami Herbert Business School. Additionally, he is a valued member of the National Association of Counties (NACO) and the Government Finance Officers Association (GFOA).
He is most proud of having served as a public servant his entire career while ensuring, to the best of his ability, that the public dollar is being programmed and accounted for in the most fiscally responsible way.
