Since 2011, he has served as a learned counsel for the Military Commissions Defense Organization in Arlington, Virginia, and Guantanamo Bay, Cuba, leading a multidisciplinary team of professionals. He was a partner at Connell, Sheldon & Flood PLC from 2000 to 2011, where he defended clients and litigated post-conviction remedies in state and federal courts. Mr. Connell also garnered expertise as an assistant public defender for the Fairfax Public Defender's Office between 1998 and 2000 and as a law clerk to the Honorable Rosemarie Annunziata, Court of Appeals of Virginia, from 1997 to 1998.

Well-regarded as a civic advocate, Mr. Connell has been known for providing his expertise on a pro bono basis, including one instance where he represented an uncharged detainee at Guantanamo before the Periodic Review Board. He represents musicians pro bono through Maryland Volunteer Lawyers for the Arts.
Mr. Connell graduated from Florida State University in 1993 with a Bachelor of Science in communications and a Doctor of Jurisprudence from the College of William and Mary in 1996. He also studied at the Berklee College of Music in Boston, received a graduate certificate in music business law and policy in 2022, and expects to receive a master's degree in music business in 2024. Moreover, Mr. Connell has been admitted to practice by the Virginia, Maryland, and New York Bar Associations, the U.S. Court of Appeals for the Fourth and Ninth Circuits, the U.S. District Court for the District of Maryland, the U.S. District Court for the Southern District of Texas, the U.S. Circuit Court for the Eastern and Western Districts of Virginia, and the Supreme Court of the United States.
Recognized for his professional accomplishments, Mr. Connell was born into a military family and is the first to become an attorney. Having always been passionate about debate, becoming an attorney was a natural progression for him. During college, Mr. Connell frequently traveled across the country to participate in debate tournaments, only solidifying his decision to pursue a career in law.
