After working at the City of Concord where Mr. Conn was the IT division head from 2016 to 2022, he was recruited for the Mesa position from the City of Modesto where he worked from 2022 to 2023. He also worked as the Chief Information Officer and principal consultant for Savant Solutions. Among other noteworthy roles, Mr. Conn was the senior vice president at VantageMed Corporation, a health care information systems and services company, and the division president for Deluxe Corporation, a payment and business technology organization. In the industry since 1979, he began his career with AT&T as an international strategic market planning manager, where he remained for over seven years.
Mr. Conn has a remarkable ability to develop successful teams, which has been instrumental in his success. He attributes much of his success to his ability to solicit diverse opinions. Through his work in the private, public, and executive consultant sectors, Mr. Conn offers a unique perspective as a respected industry leader. Civically invested, Mr. Conn has served as the head coach for the Incline High School varsity football team and as the head coach for the North Tahoe High School girls' varsity basketball team.
Mr. Conn graduated from Santa Clara University in 1981 with a Bachelor of Science in business administration, commerce, and management. He also studied information systems technology at the Massachusetts Institute of Technology. Mr. Conn holds designations as a Project Management Professional (PMP) through the Project Management Institute (PMI), is a Certified Government Chief Information Officer (CGCIO) through the Public Technology Institute (PTI) in collaboration with Rutgers University and is a Certified Information Security Manager (CISM) through the Information Systems Audit and Control Association (ISACA).
Active in his professional community, Mr. Conn is a member of the Municipal Information Systems Association of California (MISAC), ISACA, PMI, PTI, the Department of Homeland Security Information Network, and MS-ISAC.
Mr. Conn has been recognized for his accomplishments with several accolades, including a President's Award in 2022 and an Excellence in Technology Best Practices Award and Innovation Award in 2023 from MISAC. He also garnered recognition from US West in 1993 with a President's Award and AT&T in 1988 with an Achievement Award. Furthermore, as a testament to Mr. Conn's hard work, eRepublic Publications via the Digital Government Survey recognized him along with his team at the City of Modesto with an award for being among the Top 10 Digital Cities in the USA in 2022 and 2023.
