In the capacities of an Air Force officer, a Navy and an Army civilian, and as a defense contractor employee, he made significant contributions to a number of national security programs. Some of his noteworthy accomplishments were in hydrodynamics, hydroacoustics, surface effect ship technology, neutron-matter interaction physics, digital signal processing, modeling of the effects of airborne chemical weapons and tactical obscurants, and ballistic missile technology, both land-based and submarine-launched.
During the 1980s and the 1990s, he served as an adjunct instructor at multiple community colleges along with his full-time defense work. From 2001 to 2011 he served as a physical scientist and project manager at the U.S. Army's Dugway Proving Ground, and the funding he secured led to a significant increase in Dugway's computer modeling capabilities. Between 2017 and 2022, Dr. Carter thrived as an adjunct professor of physics at Utah Tech University. Since 2016, he has found further success as a writer for Quora, where he regularly shares his expertise in physics, primarily quantum field theory and general relativity, in addition to related subjects, one in particular being a thorough analysis of the probabilities of extraterrestrial life and intelligence.
Prior to his career as a scientist and educator, Dr. Carter served on active duty in the U.S. Air Force from 1962 to 1969. He then retained participation in the Air Force by transitioning to that of an active Reservist, working as a scientific analyst for the Air Force Logistics Command (now the Materiel Command) and later as a physicist with the Air Force Geophysics Laboratory at Hanscom Air Force Base (since disestablished). In 1995, he earned a Doctor of Philosophy in applied physics and space science at Boston University, where he developed a comprehensive model of the life cycle of metallic atoms and ions originating from meteor ablation, involving details of the physics and chemistry of the Earth's upper atmosphere that has since been adopted by research teams across the United States.
