Ms. Rich is a public policy expert and consultant celebrating more than 30 years of professional success. She holds a Bachelor's degree from St. Andrews University (formerly St. Andrews Presbyterian College) and continued her education at the American University Washington College of Law, which awarded her a Juris Doctor in 1998. Throughout her career, Ms. Rich has sought out opportunities for additional education and professional development, including Chinese language coursework at the Beijing Foreign Languages Normal College.
Ms. Rich's early career accomplishments led her to be named director of legislative and public affairs for the United States Sentencing Commission twice, first from 2005 to 2008, and again from 2009 to 2012, an appointment she considers to be among her greatest professional achievements. During her four years in the role, Ms. Rich worked on several landmark policy decisions affecting federal sentencing guidelines, including contributions to the Fair Sentencing Act of 2010, that reduced the penalties for federal crack cocaine offenses, closing a significant legal disparity. In 2012, she stepped down from the United States Sentencing Commission to join the faculty of Texas Wesleyan University School of Law. In 2013, Texas A&M University acquired the law school, and Ms. Rich served with distinction on the Texas A&M School of Law faculty. In 2015, she became director of the Texas A&M University School of Law residency externship program in public policy, a position she would hold until 2022. Immediately after teaching public policy, criminal law, and drafting at Texas A&M University School of Law and helping to craft pathways for the next generation of policy professionals, Ms. Rich founded LAR Strategies, LLC, a consulting firm offering clients a range of policy advisory services including drafting and implementation support, grant writing and fundraising, and branding strategy. She also currently serves as the Legal Director at Legacy Planning, LLC, a boutique business and estate planning firm located in Laramie.
As a part of her commitment to creating positive change, Ms. Rich is active in her community. She served as a member of the Laramie ad hoc Working Group for Police and Community, a member of the Laramie Traffic Commission, and currently is Vice Chair of the Laramie Urban Renewal Agency. In addition, Ms. Rich served on the Advisory Board of the Lone Star Policy Institute, as president of the board of a non-profit mental health organization, and as a member of the St. Andrews University Alumni Council. She credits her success to perseverance and to the support and inspiration of her many professional and academic mentors, and emphasizes the value of fostering these connections with colleagues and emerging professionals. Ms. Rich is a master gardener, and enjoys landscaping, horseback riding, and baking in her personal time.
