Dr. Lainé, a distinguished expert in emergency management, currently holds the position of Continuity of Operations Director for the United States Agency for Global Media (USAGM). USAGM's international broadcasting programs engage with an extensive audience of over 410 million listeners, viewers, and internet users worldwide. Dr. Lainé's responsibilities also extend to leading the development, implementation, and maintenance of an Agency-wide COOP program, designing policies and training, identifying process gaps and vulnerabilities, facilitating testing and exercises, overseeing emergency response plans, and managing the training, and exercise program with corrective action implementation.
Before joining USAGM, Dr. Lainé excelled as an emergency management specialist for the National Nuclear Security Administration, conducting program assessments, providing authoritative support, analyzing Departmental responsibilities for hazardous materials, and guiding strategic planning efforts. His extensive career also includes roles such as Senior Emergency Management Specialist at the Department of Commerce, where he developed, implemented, and oversaw emergency management programs, coordinated activities in the Emergency Operations Center, and led the Department's Mitigation, Response, and Recovery Working Group. Dr. Lainé's federal career began as an Emergency Management Specialist at the U.S. Treasury, where he provided expertise in interpreting business continuity plans, directed COOP audits, and managed National Level Exercises. He also served as a Program Analyst at FEMA, administering COOP Preparedness Plans, and conducting assessments on recovery planning progress. Additionally, as a Senior Consultant at Booz Allen Hamilton, Dr. Lainé supported various initiatives with FEMA's National Exercise Division and the National Integration Center, spearheading the National and Regional Simulation Cell for all National Exercise Program Tier II-level exercises and providing subject matter expertise on exercise policy inquiries. His diverse experience has equipped him with a wealth of knowledge and expertise in emergency preparedness and response.
Dr. Lainé's academic journey has been characterized by excellence. He earned his associate degree from Nassau Community College and a Bachelor of Science degree from Excelsior University. Driven by a thirst for knowledge, he pursued a Master of Public Administration in Emergency and Disaster Management from the Metropolitan College of New York (MCNY). During his time at MCNY, he furthered his studies at the Israel Military Institute Academy for Security and Anti-Terror Training in Tel Aviv, Israel, focusing on Emergency and Crisis Management. Dr. Lainé's dedication to advancing his field culminated in a Ph.D. in Public Policy and Administration, specializing in Homeland Security and Coordination, from Walden University.
Driven to remain abreast of ongoing changes in an ever-evolving industry, Dr. Lainé aligns himself with the International Association of Emergency Managers, where he is a founding member of the AD Diversity Committee. Dedicated to his community and the industry, he is affiliated with 100 Black Men and The National Forum for Black Public Administrators. While his career has been filled with highlights, he takes the most pride in earning a doctoral degree and his daughter Arianne Lainé.
