Since 2023, Mr. Sayre has further lent his knowledge to the Project Management Institute (PMI) in Charleston, South Carolina, as the vice president of professional development. This volunteer position requires a two-year term and aligns closely with activities Mr. Sayre considers his calling, tasking him with initiating unique professional development programs that provide educational opportunities to benefit professionals in their fields. Among his achievements with PMI, Mr. Sayre is particularly proud of fostering collaborative relationships with businesses in Charleston and the PMI community to support membership opportunities. To this end, he aided in reducing operating costs by 20% while increasing opportunities by 30%. Mr. Sayre has likewise been active as a mentor and coach for aspiring project managers since 2013, leveraging his breadth of expertise to nurture the next generation of professionals through communities of practice, volunteer initiatives and course redesign recommendations.
Mr. Sayre served in the United States Marine Corps from 1988 to 1992. He subsequently pursued active duty with the United States Coast Guard from 1992 to 2008, when he accepted the title of program manager for various divisions in the Coast Guard. From 2006 to 2013, he collaborated with TKC Technologies, CACI, Ursa Navigation Solutions and TEKSystems. Mr. Sayre counts his supervisory role associated with the Coast Guard's Wide Area Network transition into the Department of Homeland Security framework and his contributions to measurable cost-saving measures as key accomplishments that significantly benefitted the organization. Earlier in his career, he was an operations officer for the Department of Homeland Security Headquarters and United States Coast Guard Sector in North Bend, Oregon, and a professor at Germanna Community College, DeVry University and the ITT Technical Institute.
Mr. Sayre's academic background includes a Master of Science in management information systems from the University of Maryland University College in Adelphi, Maryland, where he earned a Graduate Certificate in systems analysis. He also holds a Bachelor of Science in information systems from the University of Phoenix. Mr. Sayre's other educational and professional endeavors include certifications as a Project Management Professional and a Disciplined Agile Scrum Master via PMI, a Certified Scrum Master via The Scrum Alliance, and a Program Manager and a Contracting Officer's Technical Representative via the Department of Homeland Security, among other credentials.
Mr. Sayre maintains professional alignment with Veterans of Foreign Wars and the Military Officers Association of America as a lifetime member. In recognition of his service and achievements, he received a Coast Guard Commendation Medal, three Coast Guard Achievement Awards, the Southwest Asia Service Medal with Two Stars, and a Kuwaiti Liberation Medal from the Kuwaiti and Saudi governments. He also humbly accepted the Humanitarian Service Ribbon, two Special Operations Ribbons and numerous Letters of Commendation.
Beyond his professional endeavors, Mr. Sayre enjoys woodworking and outdoor activities such as cycling and RV traveling. He shares his life with his spouse, Kimberly, and their children: Melonie, Kyle and Joshua. Looking toward the future, Mr. Sayre aims to continue his current path while seeking operational funding for projects that align with his vision of giving back to society through educational initiatives and community service.
