He received the National Criminal Justice Club of the Year Award from the Academy of Criminal Justice Sciences in 2023, which has been the highlight of his career thus far.

During his undergraduate studies, Dr. Buckwalter developed a fascination for the psychology of crime, encouraging him to pursue a career in criminal justice. Upon graduating from Millersville University with a Bachelor of Science in psychology in 1990, he began working on an inpatient mental health unit after college and later as a mental health probation officer in Lancaster County. Subsequently, he expanded his professional knowledge, earning a Master of Science in human organizational sciences from Villanova University and joining the United States Probation Office as a federal probation agent. Between 1996 and 2018, Dr. Buckwalter maintained responsibility for interviewing individuals in the Federal Court, conducted background investigations, intensively supervised offenders, and networked with other federal law enforcement agencies.
After retiring from the federal government, Dr. Buckwalter completed a Doctor of Criminal Justice at the California University of Pennsylvania. His dissertation focused on community sex offender treatment, treatment effectiveness, and recidivism. In the years since his retirement from the federal government, he has parlayed his expertise to others serving as an adjunct instructor at Penn State University, and an instructor at Kutztown University. Backed by years of professional expertise, Dr. Buckwalter excels now as an assistant professor of criminal justice at Saint Francis University.
Driven to remain current and aware of changes in the field, Dr. Buckwalter has been affiliated with the Law Enforcement Action Partnership and the Federal Law Enforcement Officers Association. Outside of his work, he dedicates himself to the community relations board of Cambria County and currently serves on the faculty senate and athletics advisory boards at Saint Francis University. Likewise, he helped establish The Criminal Justice Club, which is involved in several community activities, including First Responder's Day. Every year, local police departments, fire departments, and EMS personnel come to campus to allow students to interact with public service professionals. Another event hosted by the Criminal Justice Club on campus is the Bears for Cares drive, through which students collect new stuffed bears or animals on campus and distribute them to local police agencies, EMS, and fire services. The recipients keep them in their emergency vehicles, so they have something to give to individuals in need of comfort.
Due to his vast breadth of knowledge, Dr. Buckwalter has contributed to several publications, including "Show and Tell An examination of experiential learning opportunities in criminal justice courses" and "Retired federal probation officer: Stop sending people to COVID-filled prisons unnecessarily." In light of his professional achievements, he earned the Francis the Builder Award from Saint Francis University, the Volunteer of the Year Award from the Federal Bureau of Prisons, a number of Distinguished Faculty nominations, and the National Criminal Justice Club of the Year Award from the Academy of Criminal Justice Sciences in 2023, which has been the highlight of his career thus far. Though hard work and dedication have brought him far in his career, he credits his success to his parents and his supportive spouse, who instilled in him the value of hard work, dedication, strong Christian values, and prioritizing family. Looking ahead, Dr. Buckwalter aims to utilize his considerable expertise to continue research /publications and to write a book.
