Mr. Howell has been in law enforcement for over three decades, earning progressive roles since the early 1990s. After many years with the Hamilton County Sheriff's Office, he retired and assumed the position of assistant police chief for the Community Health Network Police Department, a prominent health care facility in Indiana. In his new career, Mr. Howell and his team oversee all of the Community Hospitals within the organization and ambulatory sites. Since joining the organization, he has also been instrumental in establishing the brand-new police department to serve and protect caregivers and their patients.
Initially hired by the Hamilton County Sheriff's Office in 1990, Mr. Howell transitioned into the role of a corrections officer in 1991 before being sworn in as a deputy sheriff in 1992, where he remained for over 30 years. In 1996, he began serving as a narcotics detective with the Indianapolis Metropolitan Drug Task Force, a role he upheld for approximately 11 years. While with the Metropolitan Drug Task Force Mr. Howell was involved with many state and federal investigations from coast to coast and border to border. Moreover, Mr. Howell became a detective sergeant, initially for the Hamilton County Sheriff's Office from 2006 to 2020, where he was detailed to covert investigations and developed a special task unit that conducted proactive investigations as a tactical surveillance unit. Then for the Hamilton/Boone County Drug Task Force between 2012 and 2020, supervising narcotics detectives in all aspects of their investigations across the state of Indiana and supervising daily operations of the unit.
In addition to his long and successful career in the industry, Mr. Howell has owned Diligent Property Services LLC since 1998. Based in Central Indiana, his business provides various services, including construction and snow removal. He also specializes in corporate intelligence, private investigations, VIP protection, loss prevention, surveillance details, and more.
Involved locally, Mr. Howell has frequently volunteered with a local food pantry, and coaching youth sports. He has also been active in coaching with a church basketball league.
Mr. Howell graduated from Noblesville High School in 1985 and subsequently received a Bachelor of Science in criminal justice and criminology with a minor in counseling psychology and interpersonal relations from Ball State University in 1990. Three years later, Mr. Howell graduated from the Indiana Law Enforcement Academy.
Active in his professional career, Mr. Howell is a member of the local, state and national Fraternal Order of Police and is a member of the National Fraternal Order of Police's Disaster Area Response Team (DART) and has prior deployments to disaster areas. As a testament to his success, he was elected as the Deputy's Choice on the Merit Board for the Hamilton County Sheriff's Department in 2023. He previously received recognition with a Distinguished Service Award from the Hamilton County Sheriff's Department, was named the Officer of the Year by the American Legion Post 45, and received a Unit Citation from the City of Indianapolis/Indianapolis Police Department.
