Before joining the IRS, Mr. Muñoz administered inter-governmental service agreements with state and local governments as a senior contract specialist with the U.S. Department of Homeland Security's Immigration and Customs Enforcement. Likewise, he was a contract specialist with the Department of Homeland Security's three-year Acquisition Professionals Career Program, through which he gained considerable knowledge of the Federal Acquisition Regulation and other rules and regulations within the agency. During the early stages of his career, Mr. Muñoz honed his skills with the U.S. Customs and Border Protection and the Office of Procurement Operations.
An expert in his field, Mr. Muñoz holds an Associate of Arts in business administration from Santa Ana College, a Bachelor of Business Administration in international finance from California State University, Fullerton, and a Master Business Administration in international business from Strayer University. Subsequently, he expanded his professional knowledge by completing human rights education training, human trafficking prevention training, program and project management, and contracting with the U.S. Institute of Diplomacy and Human Rights and the Federal Acquisition Institute.
Driven to remain abreast of changes in the field, Mr. Muñoz remains aligned with numerous organizations, including the National Association of Hispanic Federal Executives, the National Contract Management Association, the U.S. Institute of Diplomacy and Human Rights, and the Latinos Business Student Association. In conjunction with his work, he contributes to his community with UNICEF USA and Mexico and donates to other charities to help others.
Throughout his career, Mr. Muñoz has been honored many times, earning the President's Volunteer Service Award from UNICEF USA, a Certificate of Recognition from UNICEF Mexico, a Certificate of Achievement from the U.S. Department of Homeland Security, a Certificate of Recognition from Colegio Enrique Conrado Rébsamen, an Outstanding Alumni Award from Strayer University, and a Certificate of Achievement for Outstanding Contract Specialist Supporting CBP's Mission from U.S. Customs and Border Protection. Similarly, Mr. Muñoz received certificates of appreciation through the U.S. Customs and Border Protection Procurement Directorate and the U.S. Department of Homeland Security.
