Dr. Walls has dedicated over 55 years to the field of education, significantly impacting the Sacramento School District, where he served as teacher, principal and coach for the last 38 years of his career. In 2006, he retired from his role as a school administrator but continued to contribute to the district as an interim principal. It was also in 2006 that Dr. Walls founded Gamaliel Education Consultancy, where he serves as both owner and chief executive officer. In this capacity, he advises educational institutions beyond the school districts on best practices and strategies for success.

He began his career in the U.S. Marine Corps in 1962 after dropping out of school in 11th grade to help support his family. Serving for four years in the Corps, he earned the rank of sergeant and served in the Vietnam War. His military experience, in part, was instrumental in shaping him into the person he is today.
Dr. Walls was born in Springfield, Ohio, July 12, 1944; s. James Edwrd and Hattie Beatrice (Jackson) W.; m Vonzile Green, Feb 4, 1967 (div 1975); children: Herbert LeRoy, Jr. and Jomica Yvette. He began his teaching career as a kindergarten teacher at Golden Day and University Alternative School in 1969. He earned an AA in English at Los Angeles City College, 1970; BA in English; California State U., L.A., 1972; MA in Special Education CSU Dominguez Hills, 1982; M.Ed., U. La Verne, 1992; HHD (hon.), Mt. Zion Bible Sem., 1991 and EdD., U. La Verne, 1999.
Along with his professional achievements, Dr. Walls' academic background reveals his passion for education, as he returned to school after serving in the military. He earned an EdD in organizational leadership from the University of La Verne in 1999 and was awarded an honorary doctorate in Christian education and theology from Mount Zion Bible College Seminary in 1992. Additionally, he holds a Master of Education from the University of La Verne and a bachelor's degree in English literature from the University of California Los Angeles. He was Dean of Education at Christ Temple Bible Institute.
Throughout his career, Dr. Walls has been recognized with several awards, including the Education Business Community Partnership Award from Sacramento State University in 2002 and being named Man of the Year by both Little Citizens Westside Academy and Dorothy Brown School in the 1980s. He is also an active member of several organizations, including the Association of Nonpublic Schools in California, the Association of California School Administrators, University of La Verne Doctoral Association, the Mount Zion Alumni Association, and California State University Sacramento College of Education.
Dr. Walls attributes his diverse achievements to the influence of his mother, Dr. Hattie Beatrice Jackson, who was loving and kind but also a strong disciplinarian. She inspired him to always believe in his potential and reach for his goals. He also acknowledges the impact that growing up in poverty and facing the challenges of the Jim Crow Era had on his life. Looking ahead, Dr. Walls has expressed a desire to continue working for at least one more year before full retirement, while also making himself available for mentorship to select individuals seeking his guidance.
