Prior to establishing his own practice, he held significant roles within the Texas legal system, working as the first assistant district attorney at the Brazos County District Attorney's Office from 2001 to 2010 and as a deputy attorney general for criminal justice at the Texas Attorney General's Office from 1999 to 2000.
Mr. Phelps's academic background has laid a strong foundation for his career, starting with a Bachelor of Arts in English from Rice University followed by a Juris Doctor from The University of Texas in 1987. His pursuit of excellence is further demonstrated by his numerous certifications. He is a fellow of the College of the State Bar of Texas, a Forensic Lawyer-Scientist designated by the Chemistry and Law Division of the American Chemical Society, and is board-certified in criminal law by the Texas Board of Legal Specialization.
Throughout his career, Mr. Phelps has been an active member of several professional organizations, including the DUI Defense Lawyer Association and the National Association of Criminal Defense Lawyers. He serves as a board member for the Texas Criminal Defense Lawyers Association and served as the president and a founding member of the Brazos County Criminal Defense Lawyers Association.
Mr. Phelps has also made significant civic contributions outside of his legal practice. Having served in the Marine Corps and the National Guard, he established The Jean ('87) and Shane Phelps Aggie Veterans Scholarship to support former military personnel attending Texas A&M University and he often provides pro bono services to combat veterans. In addition, he has served as president of Voices for Children and sponsors several local charities.
Mr. Phelps is most proud of working on a pivotal case as a prosecutor in Gilmer, Texas, involving the disappearance of a teenager that was fraught with complexities. His efforts in this case had six innocent persons acquitted of serious charges and restored faith in the rule of law. He believes that his responsibility as a prosecutor was to uphold justice, not to seek convictions at any cost.
Aside from his professional achievements, Mr. Phelps finds balance through hobbies such as photography, hiking, and collecting comic books. With plans to expand his office to accommodate his growing practice, Mr. Phelps is not slowing down despite approaching retirement age. When he does retire in several years, he aims to continue working with the firm in a mentorship role while exploring new travel destinations around the world.
