After graduating from La Joya High School in 1965, Mr. Flores furthered his education, earning a Bachelor of Science in mathematics and Spanish from the University of Texas, Pan-American three years later. Upon completing his undergraduate degree, he began teaching mathematics at Brownsville High School. Two years later, Mr. Flores made a strategic career decision that nearly doubled his salary, becoming an inspector with U.S. Customs and Border Protection. Over the following 30-plus years, he became a supervisor and port director in Rio Grande City, Texas, Brownsville, Texas, and Norfolk, Virginia. In this capacity, he enforced international laws, prevented narcotics smuggling, and managed nearly $350 billion in annual importations. During his tenure with U.S. Customs and Border Protection, Mr. Flores also served as the union president of chapter 160 of the National Treasury Employees Union. He was pivotal in catching a criminal involved in the largest bank heist in United States history. For his and his team's work, they received recognition from the Secretary of the Treasury.
In conjunction with his work in customs, Mr. Flores worked part-time as a real estate broker, specializing in residential and commercial property. After retiring in 2013, he pursued his love of reading and various other hobbies, including collecting deer horns, decorating deer coats, and making jewelry. He also wrote his autobiography and self-published it to distribute to his family.
Dedicated to his community, Mr. Flores has contributed to his community as president of the Mr. Amigo Association, through which he founded the Mr. Amigo Walk of Fame and Sembradores Unidos Association. Given his professional achievements, he was honored several times throughout his career, earning the Hammer Award from Vice President Gore. Similarly, he was featured in Millennium Magazine, voted Manager of the Year, won the OHTLI Award from the Mexican Consul for dedicating himself to opening professional roads for younger generations, and earned the Best U.S. Customs Strategic Problem Solving Project Award, which was sponsored by Harvard University professor and author, Malcolm Sparrow.
