Mr. Toledo has established himself as a distinguished professional in the field of information technology (IT) and cybersecurity, currently serving as the chief information security officer at the New Mexico Children, Youth and Families Department. In this role, he supervises a team of cybersecurity professionals, directs projects and provides guidance to the chief information officer. His responsibilities also include attending meetings with IT and business leadership, working with his team to achieve the department's goals and overseeing the agency's security and privacy operations.
Prior to his current position, Mr. Toledo served as deputy chief information officer and chief information security officer at the Vocational Rehabilitation Division in New Mexico from 2020 to 2021. Before this tenure, he held various roles at his current company, including chief information security officer and network manager.
Mr. Toledo's early career includes various positions in the cybersecurity space. After immigrating to the United States from Cuba, he served as a technology and network specialist at Albuquerque Public Schools, as an infrastructure engineer at the Law Offices of the Public Defender and as a penetration tester and security researcher at RiskSense Inc. Before lending his services to the government of New Mexico, he owned IT Services John 316, which provided various services to consumers, such as server administration, desktop support, network engineering, IT consulting and planning and IT security risk management. He also currently owns a tax and bookkeeping service in addition to serving as a computer science instructor at Central New Mexico Community College.
Mr. Toledo's academic background includes earning a Master of Business Administration in business administration and management from the University of Phoenix in 2012 and a Bachelor of Science in computer science from the University of Computer Science in 2008. He also holds a bachelor's degree in education from the University of Pedagogical Sciences along with numerous certifications as a Certified Information Systems Auditor and Certified Information Security Manager, among others.
Beyond his professional endeavors, Mr. Toledo is deeply committed to community service. He founded the Heart of Worship church in 2016 and now serves as its pastor. Additionally, he established the organization Helping Our World in the same year and was actively involved with the Roadrunner Food Bank as a church program manager from 2014 to 2016. His volunteer work consists of contributions to Catholic Charities and serving as a teacher at the Catholic Charities of Central New Mexico.
Mr. Toledo attributes his success to his faith, hard work and willingness to go the extra mile. These key attributes have enabled him to mentor junior cybersecurity professionals effectively while conducting comprehensive cybersecurity audits.
Outside of his professional life, Mr. Toledo is focused on expanding his church, continuing to work with youth in Cuba, Mexico, Honduras, Spain, the Dominican Republic, Costa Rica, Pakistan, Ecuador, and Nicaragua, and feeding the homeless daily as financial blessings increase. He also aspires to become the chief information officer at his workplace to further impact his community by improving services for workers and stakeholders alike.
