Inspired by his grandfather's service in World War II, Mr. Topps joined the United States Air Force following graduation from Colorado State University in 1987. His service included many varied roles throughout his 27-year career. In addition to serving as an instructor and evaluator aircrew member at Rhein-Main Air Force Base and Offutt Air Force Base, he was a student at the Air Command and Staff College, served as an executive officer for the Assistant Secretary of the Air Force, roles on the Air Staff and Joint Staff, and service in the Missile Defense Agency. The culmination of his distinguished career was his leadership role as the commander of Wright Patterson Air Force Base's Big Safari Program, where he remained until 2014. Upon transitioning into civilian life, Mr. Topps gained valuable expertise as the chief operating officer of Flight Environments, Inc.
Mr. Topps, a seasoned leader, has held other key positions in his post military career. He was responsible for profit and loss management as a vice president and senior vice president with Sierra Completions and Sierra Nevada Corporation. He led a business unit dealing with tactical aircraft and worldwide foreign military sales and support for these aircraft. His extensive professional expertise also led him to provide the defense industry consultation services as president of TMConsult, LLC, before returning to lead business development efforts for Persistent Systems.
A recognized expert in his field, Mr. Topps has a strong academic background to support his professional achievements. He holds a Bachelor of Science in mathematics from Colorado State University and three Master of Science degrees: Master of Aeronautical Science from Embry Riddle University, Master of Science in military operational art and science from Air University and a Master of Science in national resource strategy from the Industrial College of the Armed Forces. To stay current in his field, Mr. Topps is affiliated with the Air Force Association (life member), the Military Officers Association of America, and the Alpha Tau Omega fraternity.
In conjunction with his work, Mr. Topps contributes to his community as an advisory board member of the University of Colorado's Leeds School of Business and as a member of the Boy Scouts of America and the American Legion. Given his professional achievements, he has been honored many times, earning a Legion of Merit Award, the Air Medal, a Military Outstanding Volunteer Service Medal, the Aeronautical System Center's Stewart Award, an Aerial Achievement Medal, and a Defense Meritorious Service Medal. While his career has been filled with highlights, Mr. Topps takes the most pride in winning twice the System Program Office of the Year Award as a group commander in the Air Force.
