Before his current role, Mr. San Miguel-Ruiz was an Associate Legal Advisor for ICE's District Court Legal Division at OPLA Headquarters in Washington, DC, from 2020 to 2021. He also served as Assistant Chief Counsel for the same agency from 2016 to 2020. His career in law began at Sepulvado, Maldonado and Couret, PSC, one of Puerto Rico's leading law firms in the field of commercial litigation, where he worked as an Associate Attorney from 2013 to 2016. In that role, Mr. San Miguel-Ruiz spearheaded and managed a vast portfolio of cases from top clients, including Fortune 500 companies. His foundational experience in the legal field was gained at Miguez and Negretti Law Office in Puerto Rico, where he served as a law clerk and attorney from 2010 to 2012.
Throughout his career, Mr. San Miguel-Ruiz has been recognized for his expertise in litigating immigration law and national security cases. He is particularly proud of his work as part of OPLA's nationwide national security team, where he is considered a subject matter expert. His litigation experience includes cases involving international fugitives and individuals convicted or suspected of terrorism-related activities. He is also a Congressional Hispanic Leadership Institute member, underscoring his commitment to his community and country.
Mr. San Miguel-Ruiz's academic background laid the foundation for his successful career. He earned a Bachelor of Arts in psychology from the University of Puerto Rico, Río Piedras, in 2009. After participating in a student exchange program at the University of Ottawa - Faculty of Law, he obtained a Juris Doctor from the University of Puerto Rico in Río Piedras in 2012. His legal qualifications include admissions to the First Circuit Court of Appeals, United States Court of Appeals for the First Circuit; Federal Bar, United States District Court of Puerto Rico; and Puerto Rico State Bar, Commonwealth of Puerto Rico Supreme Court.
