Marquis Who's Who Honors Gene Allen for Expertise in Engineering Technology Management

Gene is currently working with Massachusetts Institute of Technology (MIT) alumni and MIT faculty to implement efforts inspired by MIT's Better World initiative.

    GREAT FALLS, VA, June 18, 2024 /24-7PressRelease/ -- Gene Allen has been recognized for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

Mr. Allen has culminated a distinguished career in engineering and technology management as the Principal at Decision Incite LLC. He structured Decision Incite LLC in 2018 to provide a business umbrella to offer consulting services on a part-time basis, leveraging his expertise in engineering simulation technology to drive business improvement. He provides a wholistic perspective from work in industry with large and small businesses, government, non-profits and academia. A specific focus is to use physics-based simulation to accelerate learning by providing virtual experience. He has a project with a Fortune 50 consumer goods company to demonstrate the use of physics-based simulation to train R&D staff, engineers and plant workers and capture legacy knowledge. His interest to enable people to learn how things work follows from his concern with how to prevent the political-economic meltdown he witnessed in Chile in 1973. Gene is currently working with Massachusetts Institute of Technology (MIT) alumni and MIT faculty to implement efforts inspired by MIT's Better World initiative.

Mr. Allen is qualified as a Professional Simulation Engineer through NAFEMS, the International Association for the Engineering Modelling, Analysis and Simulation Community. Mr. Allen's focus to use computers to do better engineering was capped in work with Dr. Jacek Marczyk to develop and commercialize the MSC Robust Design software product to incorporate variability in conducting structural analysis. He holds a patent with Dr. Marczyk entitled PROCESS FOR THE CREATION OF FUZZY COGNITIVE MAPS FROM MONTE CARLO SIMULATION GENERATED META MODEL. He took a position with the Navy in 2009 to apply these tools to ship design at NSWC Carderock and then managed the lifecycle product data environment for the Columbia Class SSBN Acquisition program. He retired from Navy government service in 2017 to return to commercial efforts.

Mr. Allen's career direction to develop computer software to do better engineering emerged from working as Economic Development and Defense Procurement Assistant to Senate Majority Leader Robert Byrd from 1986 to 1988. This direction led to several collaborative development programs he established and managed to cross the chasm from development to commercialization for engineering software, first with the National Center for Manufacturing Sciences (NCMS) 1990 to 1993 then with MSC Software from 1993 to 2008. His collaborative practice is documented in the book he co-authored with Rick Jarman, "Collaborative R&D: Manufacturing's New Tool" published by Wiley. He also held positions at Advanced Manufacturing Techniques, the National Institute of Flexible Manufacturing, Booz Allen Hamilton, and Rite Solutions. The State of Virginia awarded Mr. Allen the Patrick Henry Award in recognition of his collaborative example.

His engineering expertise comes from qualification and practice in the nuclear Navy where he participated in the construction, testing, and operations of Navy's last nuclear-powered cruiser, USS ARKANSAS, CGN-41 from 1979 to 1983. He served as the Reactor Training Officer and was Officer of the Deck through the ship's wartime deployment off Beirut and Lebanon for which he was awarded a Navy Achievement Medal. He left active duty in the Navy to focus on economic development. As a Naval Reserve officer from 1984 to 1998, he worked in political military affairs in the Middle East, Africa, and South Asia to support the Chief of Naval Operations (CNO) being awarded a Navy Commendation Medal. He also worked for the CNO in developing the Joint Flexible Computer-Integrated Manufacturing strategy for the Joint Logistics Commanders for which he was awarded a Meritorious Service Medal.

He went to MIT on a Navy scholarship, majored in nuclear engineering and minored in political science, graduating in 1978 with a commission in the U.S. Navy. His experience as a high school exchange student in Chile in 1973 was foundational. He served as the Midshipman Commander of the MIT Naval Reserve Officers Training Corp Unit. He was an exchange midshipman with the New Zealand Navy in 1977. He is a Brother in the Alpha Theta Chapter of Sigma Chi. In 2018, Mr. Allen earned a certification in MITx course 15.662x: Shaping the Future of Work, underscoring his commitment to lifelong learning and professional development. He is working on his second book, "Witness to the Suicide of Democracy: Chile 1973," which will highlight contemporary issues that echo human events.

Mr. Allen with his wife Kathy raised two successful daughters, Katherine Dombkoski with the State Department, and Dr. Rebecca Allen. Mr. Allen was a past-President of the MIT Club of Washington (February 2018 to July 2020) for which he received the Margaret L.A. MacVicar Award. As the Mission Director at McLean Baptist Church, he coordinated efforts to help two Afghan families assimilate to new lives in Fairfax County, as well as support other efforts locally and around the world.
