Scott Mitnick has been Inducted into the Prestigious Marquis Who's Who Biographical Registry

Scott Mitnick celebrated for over 35 years of success in local government management and public service



Currently serving as Town Manager for the Town of Moraga, California, he has been instrumental in enhancing this community's infrastructure, public services, and overall quality of life.

    MORAGA, CA, June 19, 2024 /24-7PressRelease/ -- Scott Mitnick has been recognized for inclusion in Marquis Who's Who. Mr. Mitnick has established himself as a respected figure in local government administration, public finance, and land use throughout his career spanning more than 35 years. Currently serving as Town Manager for the Town of Moraga, California, he has been instrumental in enhancing this community's infrastructure, public services, and overall quality of life. His role encompasses a broad spectrum of responsibilities, including the oversight of daily operations, long-term planning, and environmental sustainability. He played a key role in helping Moraga obtain a AAA credit rating from Standard and Poor's in December 2023. This position follows his tenure as a Senior Vice President at Kosmont Companies based in El Segundo, California from 2022 to 2023.

Prior to joining Kosmont Companies, Mr. Mitnick served as City Manager for the City of El Segundo, California from 2019 to 2022, where he led this organization through the COVID pandemic crisis. His leadership skills were further demonstrated during his service as County Administrator for the County of Sutter, California from 2017 to 2019. His experience also includes significant roles with the City of Thousand Oaks, California where he served as City Manager from 2005 to 2016, Assistant City Manager from 2003 to 2005, and Deputy City Manager from 2000 to 2003. His early career was marked by impactful managerial positions in Yuba City, California (1996 to 1999) and Burbank, California (1989 to 1996).

Mr. Mitnick's commitment to professional development and community service is evident through his involvement with several industry-related organizations. For example, he is a 35-year member of the International City/County Management Association (ICMA) and has been a member of the California City Management Foundation (CCMF) for many years. His involvement with IMCA has been extensive, including previously serving as the California State Association (Cal-ICMA) President from 2011 to 2013 and as a member of the International Committee and representing the group in various countries, including Denmark, China, England, and Israel.
Further contributing to public service, Mr. Mitnick has served as a guest speaker on local government management, finance, and leadership at a variety of venues, authored several articles on similar topics and has been invited to guest lecture at several universities throughout the United States and in other countries.

Mr. Mitnick's academic background is the foundation of his professional success. He earned a Master of Public Administration (MPA) Degree in Public Finance from Syracuse University's Maxwell School of Citizenship and Public Affairs in 1989 and a Bachelor's Degree in Political Science at California State University, Fullerton in 1987. He earned a scholarship to spend his junior year abroad at the University of Bristol, England in 1986 to study political philosophy and world politics.

Mr. Mitnick takes great pride in watching those he has mentored succeed in their careers. He attributes his own professional success to his upbringing in a racially diverse, blue-collar environment in La Habra, California. He was taught the value of hard work from a young age when he had to assist his family by contributing to household expenses while still in high school. He found inspiration in his uncle, Stuart Rappaport, who served the Assistant Public Defender for Los Angeles County and Public Defender for Santa Clara County. Observing his uncle while he was growing up contributed to Mr. Mitnick's decision to dedicate himself to public service and promoting good government.

Outside of his professional life, Mr. Mitnick is deeply rooted in his community through various civic engagements. His contributions included serving on the advisory board for KCLU National Public Radio Station, as a board member for Los Robles Regional Hospital, and as Little League baseball coach. He currently serves as an active member of the Moraga Valley Kiwanis Club.

Beyond his professional career, Mr. Mitnick enjoys making cities better and more livable, mentoring upcoming local government leaders, promoting democracy at the local level, and enjoying outdoor activities with his family. Looking ahead, he plans on continuing to help the Town of Moraga remain a sustainable and highly desirable Bay Area community for many years to come, while at the same maintaining a focus on family and purposeful engagement within the community. Whatever Mr. Mitnick does in the future, he remains committed to the Athenian Oath that is inscribed on the foyer wall inside the main building at the Maxwell School of Citizenship and Public Affairs which reads as follows:
