Prior to joining HDR, Dr. Chang honed his skills and contributed significantly to the infrastructure of New York in the role of principal structural engineer for MTA Bridges and Tunnels. His earlier career includes a stint as a risk analyst for STV, where he applied his analytical skills to foresee and mitigate project risks effectively. The foundation for Dr. Chang's distinguished career in engineering was laid during his time as a senior structural engineer at Parsons Brinckerhoff.
Dr. Chang's academic background matches his career in terms of impressiveness. He received a Bachelor of Science in civil engineering in 1986, a Master of Science in civil engineering in 1989, and a Doctor of Engineering Science in 2007, all of these were achieved at Columbia University. He also received dual master's degrees in energy management and policy in 1991 from the University of Pennsylvania and the IFP School (France).
