Prior to her current positions, Ms. Rabczak served as a Legal and Policy Advisor to the Chairman Carrie K. Zalewski at the Illinois Commerce Commission, an energy regulator in Illinois, from 2019 to 2023, advising the Chairman on complex journey of regulating public utilities and retail power suppliers through the Illinois' transition to a clean energy economy. Her tenure with the Commission also included a role as a Legal and Policy Advisor to Commissioner Ann McCabe from 2016 to 2017. Between 2017 and 2019, Ms. Rabczak was an Attorney Advisor to Chairman Katie Papadimitriou at the Illinois Pollution Control Board. Her expertise was also sought by the Energy and Environmental Policy Laboratory at the Harris School of Public Policy at the University of Chicago in 2019 as a Professional Advisor.
Ms. Rabczak's international experience includes her time as a Senior Commercial and Energy Associate at CMS Cameron McKenna's Kyiv Office in Ukraine from 2008 to 2015 and as an International Arbitration and Litigation Associate at Magister and Partners LLC in Kyiv between 2006 and 2007. She began her career as a public interest environmental attorney and FR coordinator at a grassroot non-profit organization Environment People Law in L'viv, Ukraine, from 2003 to 2005. In 2024, Ms. Rabczak co-authored a textbook on EU Environmental Directives and co-translated relevant EU Directives for the book's compendium. In 2005, she co-founded the non-profit Bureau of Environmental Investigations in L'viv and served on its Board from 2005 to 2006. Ms. Rabczak currently serves as a member of the National Consortium for the Advancement of Long Duration Energy Storage Technology. Throughout her career, Ms. Rabczak has been recognized for her expertise in energy and environmental regulation.
Ms. Rabczak's journey into sustainability and clean energy was significantly influenced by her academic pursuits and early experiences in environmental advocacy. Her commitment to environmental protection was ignited during her law school years when she joined an environmental clinic that combined legal practice with environmental stewardship. Ms. Rabczak was also fortunate to be a part of the prestigious Edmund S. Muskie Graduate Fellowship Program by the Bureau of Educational and Cultural Affairs at the U.S. Department of State in 2007.
In preparation for her career, Ms. Rabczak received a Doctor of Jurisprudence from Ivan Franko National University of Lviv in Ukraine in 2002. Furthering her education, she obtained a Master of Laws degree, focusing on environmental law and carbon trading, from Wake Forest University in 2008 and a Master of Laws degree from the University of Chicago in 2016. While at the University of Chicago, Ms. Rabczak joined Abrams Environmental Law Clinic in 2015 to 2016. She was admitted to practice law in Illinois by the Illinois Bar Association in 2014. She is proficient in Ukrainian, Russian, Polish, and English and is currently learning Spanish and Chinese.
Ms. Rabczak compliments her professional achievements with extensive volunteering work. Among other accomplishments, Ms. Rabczak translated a book "Brain Rules for Babies" by John Medina into Ukrainian language on pro-bono basis, published in Ukraine in 2015, to give access to the modern research on child brain development to the Ukrainian mothers. Ms. Rabczak has actively participated in supporting Ukraine's fight for self-determination and defending its liberties and European choice since the 2004. In her voluntary work, she has been actively supporting Olesia Korzhenevska, a former movie director who became an aid provider in Ukraine, in sourcing funds and resources to support individuals affected by conflict in Ukraine's war-torn regions since 2014. In 2023, Ms. Rabczak also supported the Ukrainian Medical Association of North America in navigating regulations of bringing medical supplies to Ukraine. Since early 2023 Ms. Rabczak regularly volunteers her time as a pro bono attorney for the SelfReliance Association in Chicago, supporting Ukrainian immigrants escaping war in Ukraine with pro-bono legal advice and representation in immigration matters.
