Apart from his work at the Exchange, Dr. Silva has been the vice president of the Foundation for Living, Wellness, and Health, a nonprofit organization dedicated to providing high-quality, comprehensive information to the public, since 2017, and the regional director for Latin America and the Caribbean at Premier Medical USA Corporation since 2023. Dr. Silva has also been an adjunct faculty member at Valencia College since 2017 and at Villanova University since 2019.
Before his current work, Dr. Silva held several leading roles in the field, including as a senior consultant for the World Health Organization, chief innovation officer at Alluriam Healthcare Inc., president of the Instituto Superior Tecnológico 17 de Julio, and chief science officer, invited professor, and researcher at the Universidad de Guayaquil.
Earlier in his career, Dr. Silva was instrumental as the chief executive officer at Celulab Ingeniería Celular C.A., advisor for Technoclinical Solutions TCS C.A., and chief research scientist and associate professor at the Universidad Simón Bolívar. Among other positions, his early years included serving as the chief scientific officer at Centro Nacional de Innovación Tecnológica (Cenit) and an appointment as an adjunct faculty at NASA WV Space Grant Consortium, dating back to 2003.
Dr. Silva's educational background is a testament to his dedication and expertise. He earned an undergraduate degree in electrical and electronics engineering and a Master of Science in bioengineering and biomedical engineering from the Universidad Simón Bolívar in 1995 and 1998, respectively. Dr. Silva also received a Doctor of Integrative Biosciences from Pennsylvania State University in 2005 and an Executive Master of Business Administration from Rollins College in 2023. His professional credentials, including being a certified clinical engineer through the American College of Clinical Engineering, further demonstrate his commitment to excellence.
Besides his extensive career history and education, Dr. Silva has served as the education and professional development vice-chair for the Healthcare Information and Management Systems Society Central and North Florida chapter since 2022. He is also a senior member of the Institute of Electrical and Electronics Engineers and a past president of the EMBS Ecuadorian chapter. Dr. Silva also previously served as the chair of the health care technology certification commission for the American College of Clinical Engineering.
Dr. Silva's accolades include receiving the IDEAS Best Business Plan by Fundación Ideas Venezuela in 2006, the Professional Achievement in Management Award/Managerial Excellence Award from the American College of Clinical Engineering in 2017, and the Digital Health Award from the Global Clinical Engineering Alliance in 2023.
