Prior to his current position, Mr. Mastellon served as a Commissioner and Chief Information Officer (CIO) for the Department of Information Technology in Suffolk County from 2016 to 2023. During his tenure, he was instrumental in the county's response to COVID-19, leading a team that transitioned a workforce of over 10,000 employees to remote work, provided contactless technology solutions to over 1.5M residents that included the implementation of a vaccination system responsible for vaccinating hundreds of thousands of county residents. This period was one of the most challenging and rewarding times in his career.
Before becoming Commissioner, Mr. Mastellon held the role of Deputy Commissioner and Deputy CIO for the Department of Information Technology in Suffolk County. He also served as the Assistant Deputy Commissioner for Police Management Information Systems at the Suffolk County Police Department. His earlier career includes significant roles at Bowne AE&T Group in Mineola, New York, where he progressed from a systems analyst and project manager to Senior Vice President. He began his professional journey in 1993 at the Robert Plan Insurance Company in Bethpage, New York.
Mr. Mastellon's academic background includes a Bachelor of Arts in Mathematics from the State University of New York at Oswego, which he earned in 1993. His dedication to learning and detail-oriented approach have been pivotal in his career success. Initially entering the technology field through an insurance company, he gained expertise that led him to a consulting firm that introduced him to the public sector. This experience fueled his passion for government and eventually led him into various leadership roles within Suffolk County, NY, the 26th largest County in the USA.
Throughout his career, Mr. Mastellon has been recognized with several prestigious awards. He was a nominee for County Technology Executive of the Year by StateScoop in 2022 and received a CIO 100 Award from CIO.com in 2021. Additionally, he was honored with the Champion of Change Award for his leadership in implementing a 311 program for Suffolk County by Service to the Citizen in 2020. As an author and contributor, Mr. Mastellon has also written a number of articles for GovLoop since 2024, sharing his insights and expertise with a broader audience.
Outside of his professional life, Mr. Mastellon enjoys spending time with his wife and two daughters, golfing, running, and watching football, particularly as a fan of the New York Jets.
