Dr. James Hoecker Celebrated for Dedication to Energy Law, Government Relations, History, and Civic Affairs

James Hoecker has dedicated his work life to helping industry and policy makers achieve commercial success consistent with responsible innovation and change.

    MIDDLEBURG, VA, July 23, 2024 /24-7PressRelease/ -- James Hoecker has been included in Marquis Who's Who. During his long career as an energy regulatory attorney, public official and policy maker, author and speaker, and organizational innovator, James Hoecker has dedicated his work life to helping industry and policy makers achieve commercial success consistent with responsible innovation and change. Today, "Jim" Hoecker, who holds four advanced degrees including a Ph.D (University of Kentucky) and Juris Doctor (University of Wisconsin), devotes his expertise to the clients of Husch Blackwell LLP in Washington DC and Hoecker Energy Law and Policy LLC. He represents energy firms, public interest groups and non-profits in the areas of electric power (especially electric transmission policy), natural gas transportation, energy infrastructure and environmental impacts, the energy concerns of railroad-related firms, and small technology companies.

Dr. Hoecker is Senior Counsel with Husch Blackwell LLP and Principal at Hoecker Energy Law & Policy, PLLC. He has appeared before several regulatory tribunals, including the Federal Energy Regulatory Commission, state public utility commissions, the US Departments of Energy, Homeland Security, and Transportation, Committees of both Houses of Congress. For fifteen years, Dr. Hoecker founded and led WIRES, a prominent non-profit energy organization devoted to strengthening the North American electric grid, He helped found the Rail Electrification Coalition, a non-profit that works with both energy and transportation industries to promote energy efficiency, grid decarbonization, and productive supply chain relationships, and also led the International Pipeline Resilience Organization, a non-profit which assisted the oil and gas pipeline industry in meeting their cyber security risks. He is also a director of OnTrack North America and previously served on the Board of Allegheny Energy and Americans For A Clean Energy Grid.

The breadth of Dr. Hoecker's professional experience is reflected in his work as a historian and supporter of the arts. With a doctorate in British and European history and history of science, Dr. Hoecker lectured in history at Adrian College and the University of Kentucky. He led the National Council of Graywolf Press, a publisher of contemporary fiction and non-fiction, and served for 15 years as a Trustee of Northland College (WI), a historic liberal arts and environmental college and his alma mater where he graduated with majors in history, philosophy, and French.

In that context, Dr. Hoecker published "Joseph Priestley and the Idea of Progress" (Garland Press), about the British dissenting Divine, scientist and founder of modern chemistry, and friend of America's founding fathers. Dr. Hoecker has authored many articles on history and energy regulation. After his federal service, Dr. Hoecker way Practitioner-in-Residence at the University of Tulsa (2001). He has been elected tot Best Lawyers in America honor in 2022 and 2023, received the Distinguished Service Award from the National Energy Resource Organization, a Silver Good Citizenship Medal from the Sons of the American Revolution, and Special Recognition from Congresswoman Dingell (Cong. Record Oct. 18, 2019). He remains active in local Virginia Democratic politics and the Episcopal Church.

Dr. Hoecker hastens to credit his success to the support of his mentors, history Professors Carl Coneand Max Shoenfeld and economist and FERC commissioners Matthew Holden and Don Smith.
