He first served as a deputy attorney general defending the State in large and complicated class action lawsuits. Subsequently, he became chief counsel for the Indiana Family and Social Services Administration (FSSA) which supports people experiencing poverty and those in need, further solidifying his reputation for legal insight and leadership. His expertise in these areas was instrumental in guiding the agency through challenging periods, including the State's decision to change its approach in providing social services to a private sector business model.
He is currently the director of contract procurement and compliance for the division of family resources (DFR) of FSSA. In his role, Mr. Carter is responsible for overseeing the review of requests for proposals to contract with FSSA/DFR to provide services for citizens of the State. This involves evaluating them through intensive review sessions, negotiating and drafting contracts, and finalizing agreements. These are often multi-million-dollar contracts.
Apart from his distinguished career in law, Mr. Carter wrote his first novel, "In the Belly of the Bell-Shaped Curve," via publisher, IUniverse, in 2020. The amusing book is the story of an insurance agent, Turk, who seeks to revolutionize the toxic, mundane work culture by implementing chimpanzees for menial jobs. This work highlights Mr. Carter's creative talents and dedication to literature.
Mr. Carter's academic background includes a Bachelor of Arts in English from Indiana University and a Doctor of Jurisprudence from McKinney School of Law. Beyond his professional achievements, he is actively involved in professional and civic organizations. He is a member of the American Writers and Artists Institute, has participated in and led a social equity workgroup for FSSA, is currently a member of a community engagement team for the agency, and serves on the social justice committee at his church.
