Mr. McGinnis has established a distinguished professional career as an engineer in both the military and civilian sector. Kenneth is a product of the Baltimore Public School system graduating from Parkville High School. In addition, he lost both of his parents in separate tragic deaths at the age of 14 and 21. For more than 20 years he sustained and supported construction and facility operations for the U.S. Army, U.S. Air Force, and General Service Administration (GSA), where he oversees or supervises teams of 180+ individuals responsible for day-to-day operations. This hard work has been instrumental in his success as a construction manager, facility manager, and community developer.
Throughout his military career, Lieutenant Colonel McGinnis has held numerous significant positions, including course director at Global College Professional Military Education (GCPME) in Alabama. Prior to this, he was the joint operational watch officer for United State Force Korea (USFK) at Camp Humphreys, South Korea, from 2021 to 2023. His tenure as the civil engineer for the 515th Air Mobility Operation Wing (AMOW) at Joint Base Pearl Harbor in Hawaii where he managed the construction budget for Military Passenger and Freight Terminals in Korea, Japan, Alaska, Guam, and Hawaii. Notably, he commanded the 349th Civil Engineer Squadron at Travis Air Force Base in California from 2018 to 2022, where he led a team of 200 engineer experts and spearheaded maintenance, training, and professional development. His deployment to Afghanistan stands out as a particularly gratifying endeavor, where he was instrumental in designing micro hydro power stations, wind farms, and road infrastructure throughout the country. During his time in Germany, he supported Europe life cycle and sustainment operation and mobilized to support Special Force beddown in Central Command.
His civilian roles are equally impressive. Mr. McGinnis served as a project manager for GSA in Honolulu from 2015 to 2020 managing projects for all federal agencies and Host Nation Engineer for United States Forces Korea at Camp Humphreys from 2021 to 2023 managing all major military construction for all military services.
Mr. McGinnis earned a Bachelor of Science in Mechanical Engineering from West Virginia University in 2002 and a Master of Business Administration in entrepreneurship from America Military University in 2010. These educational foundations have been pivotal in his professional journey, enabling him to excel in management and strategic roles across the globe.
His professional accomplishments are complemented by numerous certifications, including Defense Security Cooperation University Workforce Development, General Fund Enterprise Business System Level 1, and Contracting Officer Representative certification. Additionally, Mr. McGinnis attended Honolulu Community College for his construction management certification and completed his Lean Six Sigma Green Belt training with the Army National Guard.

Beyond his professional life. Mr. McGinnis enjoys spending time with family, traveling, having more than 50 countries under his belt, and staying active in physical training. Looking ahead, he aspires to settle in one location and leverage his educational background in entrepreneurship to establish a management company. He aims to continue assisting community members with financial organization, further demonstrating his role as a respected leader and entrepreneur within his community and in all his professional endeavors.
