Additionally, he manages staff, evaluates program performance, and routinely reports to the Board of Commissioners to ensure legal and regulatory compliance.
Prior to his current role, he served as President of Property Management for the Integral Group, based in Atlanta, GA. He, also, previously served as a Senior Executive Consultant at ASM Development Group Inc., President of Carroll Management Group, and managing partner at ASM Development Group. He also served as Executive Vice President at HJ Russell & Company and as executive director of the Tampa Housing Authority. However, Mr. Milligan's career began in industrial engineering roles; in the 1980s, he worked as a plant industrial engineer at Wrangler and as a process control department manager in supply chain at Milliken & Company.
In addition to his professional roles, Mr. Milligan is actively involved in various organizations. He is a member of Omega Psi Phi Fraternity Inc., which has recognized him as Man of the Year, as well as the National Association of Housing and Redevelopment Officials and The CEO Group.
Mr. Milligan's educational background includes a Master of Business Administration from Wake Forest University School of Business in 1995 and a Bachelor of Science in biological sciences from The Citadel in 1980. His commitment to professional development is further evidenced by his certifications as a Certified Commercial Investment Member and a Certified Property Manager.
Beyond his professional life, Mr. Milligan enjoys spending time with his family, including his wife of 43 years and his son. Other hobbies include biking, walking, traveling and hanging out with friends.
Mr. Milligan attributes much of his success, not only to the strong upbringing by his parents, but also, to the exceptional individuals who have worked both above and below him throughout his career.
