In this capacity, she leads a team in defining and setting citywide policies for attendance and chronic absenteeism, oversees an innovative research agenda, and pioneers innovative solutions that help students attend school daily. Before obtaining her current role, Mrs. Bibbs Elwin was the New York City Public Schools Director of Campus Governance, Field Support Liaison for the Bronx superintendent's office, Network Leader, Director of Student Services, and Staff Attorney.
During the early stages of her career, Mrs. Bibbs Elwin focused her efforts in the legal field as a staff attorney for District Council 37 and as an agency attorney for the New York City Administration for Children's Services. Before establishing herself professionally, she earned a Bachelor of Arts in political science and African and African American studies from the University of Michigan and a JD from Albany Law School before becoming licensed to practice in New York State.
Driven to remain abreast of changes in the field, Mrs. Bibbs Elwin aligns herself with the National Coalition of 100 Black Women, and was the chairperson of education for the Manhattan chapter. Similarly, she has served as the CoPresident of Mocha Moms, Long Island and associate editor of the Albany Law School's Journal of Science and Technology and become a semifinalist at the Donna Jo Morse Client Counseling Competition and the Moore National Civil Rights Appellate Competition. While her career has been filled with highlights, Mrs. Bibbs Elwin takes the most pride in networking within her current role, playing a vital role in network expansion and leadership development, and helping establish 20 public high schools within New York City.
Though hard work and dedication have brought her far in her career, Mrs. Bibbs Elwin credits her success to her ability to connect with others and her strong leadership skills. Within the next five years, she intends to leverage her current position to transition into a role beyond New York City public schools.
