Upon receiving a 1920s electric train set, Dr. Bushnell's interest in engineering was sparked, leading to a fulfilling decades-long career in the industry. After completing a summer internship in General Electric's Ordinance Systems Division, he became an associate engineer in Honeywell Information Systems' Design Automation Department. He pursued a Bachelor of Science in electrical engineering and computer science from the Massachusetts Institute of Technology. In the following years, Dr. Bushnell expanded his professional knowledge as a senior systems programmer for Instron Corporation and as a technical staff member in Applicon's Advanced System Development Department.

Driven to pursue further education, Dr. Bushnell received a Master of Science in computer engineering and a PhD in electrical engineering from Carnegie Mellon University before joining the Rutgers School of Engineering as a professor. For nearly 30 years, he excelled in the University's Electrical and Computer Engineering Department, Wireless Information Networks Lab, CAIP Research Center, and Rutgers Center for Operations Research. Simultaneously, Dr. Bushnell was awarded the Henry Rutgers Research Fellowship at Rutgers University and the Trustee's Research Fellowship for Distinguished Young Scholars.

Drawing on years of professional experience in ultra-large-scale integrated circuit design, testing, and synthesis, as well as computer programming, Dr. Bushnell serves as an emeritus professor at Rutgers University and as co-founder and chief technology officer of Spectral Design and Test, Inc. In 2022, he founded his own firm, Spectral Chip Test Research, LLC, specializing in testing billion transistor digital chips. Due to his vast knowledge, he has contributed nearly 30 journal articles and electronic publications, 78 conference papers, 56 invited presentations, and approximately 30 technical reports. Furthermore, Dr. Bushnell holds eight domestic and two international patents.

Dr. Bushnell's professional and educational endeavors are not just about personal success, but also about making a positive impact on the community. He is a Lifetime Fellow of the Institute of Electrical and Electronics Engineers and a member of the Association for Computing Machinery. He contributes to his community through All Saints Episcopal Church and endowed a $600,000 Fellowship for PhD Students at Carnegie Mellon University, fostering a sense of connection and shared achievement.

Dr. Bushnell's professional achievements have not gone unnoticed. He has been honored numerous times for his work, including the conference publicity paper "Automatic Test Generation Using Neural Networks" and winning the Honorable Mention Award for his paper "Test Generation for Mixed-Signal Devices Using Signal Flow Graphs" and the N.N. Biswas Best Student Paper Prize for "An Area Efficient Mixed-Signal Test Architecture for Systems-on-a-Chip." He has also received the Presidential Young Investigator Award from the U.S. National Science Foundation and was funded by DARPA. These recognitions underscore the impressive scope and impact of his work, leaving the audience impressed by his accomplishments.

Dr. Bushnell has transferred much technology to industry. At Instron, he perfected the first digital computer to test jet engine materials for fatigue, used at Pratt and Whitney. In the chip indusrry, the Nippon Electric Co. used his technology "Automatic Test Pattern Generation Using Neural Networks" for over 20 years to test their chips. His chip layout area estimation technique is used throughout the chip industry to estimate the chip area needed by a circuit, before the physical layout is created. His Automatic Test-Pattern Generators were transferred to IBM, Texas Instruments, and Boolean Dynamics. His delay fault testing method is used worldwide by Bell Laboratories to test the circuits driving the fiber-optic cables for telephone exchanges and internet switches.

Though hard work and dedication have brought him far in his career, Dr. Bushnell credits his success to his parents and to Dr. Dennis Howling, who encouraged him to get his doctoral degree. His business partners Deepak Mehta and Bill Palumbo provided support. Looking ahead, Dr. Bushnell intends to develop his new company.
